
Regional Field Operations Supervisors (Southern and Northwestern Regions)

Introduction
The Department of Health Services (DHS), Division of Quality Assurance (DQA), Bureau of Nursing Home Resident Care (BNHRC) is recruiting for 2 separate Regional Field Operations Supervisor (RFOS) positions, one located in the Southern Regional office in Madison and a second located in the Northwestern Regional Office in Eau Claire. The typical hours for these positions will be Monday through Friday between 8:00am and 4:30pm. DQA is responsible for assuring the safety, welfare, and health of persons using health and community care provider services in Wisconsin. DQA works to protect, promote, and provide quality in Wisconsin's health care facilities.
Location and Travel
You will be headquartered at either the Southern Regional Office building in Madison, or the Northwestern Regional Office building in Eau Claire. Remote work is an option, up to 5 days per week; however, periodic office visits, meetings, training, and other operational needs will require presence. Travel is required approximately 25% of the time and may involve occasional overnight stays.

Position Summary
As a Regional Field Operations Supervisor, you will be responsible for:
Directing multidisciplinary professional staff in timely surveys of nursing homes and facilities for developmentally disabled individuals.
Maintaining consistency in the application of state licensure codes, federal Title XVIII/XIX regulations, and state licensure code requirements.
Functioning as a Health Facilities Surveyor and conducting surveys to determine compliance with state licensure codes and federal certification regulations.
Salary and Employment Terms
The starting pay is between $43.00 and $45.66 per hour (approximately $89,400 to $94,900 per year), depending on qualifications. A 12‑month probationary period is required. Pay for current or former state employees follows applicable compensation rules. Position classified as Health Services Supervisor, pay schedule 81/03.
Requirements
These positions require the ability to drive a State vehicle or to provide personal transportation. To be authorized to drive a State vehicle, you must meet the State of Wisconsin Fleet Vehicle policy requirements:
Valid driver's license.
Minimum of two years non‑probationary licensed driving experience with a regular (Class D) driver’s license.
Minimum age 18.
Driving record must not reflect any of the following:
Three or more moving violations and/or at‑fault accidents in the past two years.
Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months.
Suspension or revocation of driver's license.
Remote work flexibility is limited to Wisconsin; working outside Wisconsin or in bordering cities is not permitted except in limited circumstances due to the need to report to an office on short notice. Employees must have private workspace and secure high‑speed internet. Mileage reimbursement to headquarters not provided.
Qualifications
Minimally qualified applicants will have all of the following:
Leadership experience (coaching, guidance, training, delegating, leading projects or work groups).
Experience working in or with a healthcare setting (hospital, nursing home, ICF‑IID, etc.) or regulatory enforcement/oversight or investigation setting.
Experience interpreting and applying state or federal regulations related to the healthcare survey process such as Federal Title XVIII and XIX, DHS 132, Chapter 50, etc.
Proficiency with Microsoft Office and healthcare software (Outlook, Word, Teams, Excel, IQIES, Electronic Health Records, etc.).
Well‑qualified applicants may also have one or more of the following:
Experience with the healthcare survey process (quality of care and life assessments, interviews, safety code reviews, use of federal survey software).
Formal supervisory experience (hiring, disciplinary actions, conflict resolution, performance evaluations).
Experience overseeing teleworking staff.
Completion of the Surveyor Minimum Qualifications Test (SMQT).
