Remote work is not available for this position; on‑site attendance is required.
Mobile SAF-IS Regional Program Specialist to support the Service to Armed Forces and International Services Division mission. This position is regional and part of mobile staff requiring medical and security clearances. Worldwide deployment is a condition of employment. Mobile staff typically deploy for 6 months at a time, approximately once every 18‑24 months, and can be sent to any military base worldwide. Relocation assistance is only available for current employees within a 50‑mile radius within the division.
Responsibilities
Manage and administer delivery of American Red Cross services to U.S. military members, veterans, and families in accordance with Red Cross policies and procedures.
Support delivery of international services programs and services.
Provide support, development, and/or leadership guidance to all volunteers.
Operate in compliance with standard operating procedures and applicable Federal, State, and local regulations.
Relationship Management and Community Outreach
Build strong relationships with military leadership, key organizations, and community leaders.
Cultivate partnerships with external constituents in the local community, including government organizations, corporate partners, civic organizations, and charitable agencies to further the mission of the Red Cross.
Enhance marketing opportunities with local Armed Forces Network, use social media platforms, and leverage local base advertising.
Volunteer Management
Manage a volunteer engagement program and cycle to enable delivery of all Red Cross programs and services on a military installation and in the local community.
Develop and implement local needs assessment and volunteer program plan per Volunteer Resources process.
Recruit and train leadership volunteers for placement and supervision of staff and programs.
Utilize Volunteer Connection Platform to manage, document, train, recognize, and communicate with volunteers within the local footprint.
Service Delivery Management
Supervise volunteer service delivery staff.
Coordinate services to military treatment facilities and VA hospitals through rehabilitation programs, material assistance, resiliency training, and morale items.
Ensure community outreach including command meetings, education briefings, presentations, or workshops.
Implement special events and projects supporting SAF/IS U.S. initiatives.
Manage support services to military members and families, including follow‑up, referrals, and related services.
Provide support for the emergency communications center with local information.
Develop outreach strategies promoting International Services U.S. programs to the community.
Financial and Reporting Management
Develop and manage budgets and expenditures to keep programs operating within budget.
Monitor and report on outcomes and results of programs for organizational accountability.
Recommend continuous improvement to ensure metrics are consistently met.
Qualifications
Bachelor’s degree in business, public administration, human resources management, community organization, social or health sciences, or related field; or related equivalent experience.
Five years minimum related experience in program management or related field.
Strong computer skills; public speaking skills and effective verbal and written communication skills.
Strong interpersonal skills and ability to work well in individual or team environments.
Ability to balance multiple priorities.
Work Conditions
May require ambulation to visit other locations; ability to stand, walk, and manipulate light to medium weights up to 20 pounds.
Good hand‑eye coordination, dexterity, visual acuity for keyboard usage and reading technical information.
May include sitting for long periods, driving a vehicle, and working under challenging conditions.
Work performed indoors with possible exposure to safety and health hazards related to emergency services relief work. Travel and meetings may be required across chapter jurisdiction, state, and Red Cross system. Staff may be on 24‑hour call during major disasters.
Mobile Position Requirements
Support day‑to‑day operations and emergency needs of the Hero Care Center as member of Hero Care Network Contingency Team.
Complete all trainings and maintain casework proficiency through working shifts and readiness drills.
Respond to emergency, surge, and disaster situations as needed.
Maintain all medical and security requirements.
Engage in annual deployment familiarization program including trainings and meetings.
Participate in additional trainings when activated to deploy.
Mobility Requirements
U.S. citizenship required; must obtain a secret security clearance and a no‑fee U.S. passport.
Worldwide mobility is a condition of employment and essential function.
Must accept work assignments anywhere worldwide, including conflict areas.
Must meet strict medical and physical requirements, including immunizations required by the U.S. military.
May be required to wear military uniforms and live and work in harsh and stressful environments.
May periodically accompany military on deployments.
