Planning Analyst
Location: Washington, DC
Company Summary
Enterprise Engineering Services, LLC (EES), based in Marlton, NJ, is seeking a full‑time Planning Analyst to support Federal Aviation Administration (FAA) efforts in Washington, DC.
In this role, you will provide business/financial/management support to help enforce statutory requirements governing airport revenue use at federally obligated airports. You will also support oversight of single‑audit resolution activities and conduct mandated revenue reviews for commercial service airports.
Key Responsibilities
Identify and track current and prospective state and local jurisdictions that assess and collect aviation fuel taxes, including assessment/collection methods and how proceeds are used.
Review and monitor action plans and corrective action plans submitted by taxing jurisdictions to address aviation fuel tax revenue compliance.
Draft, coordinate, and track correspondence to and from identified jurisdictions (current and prospective state/local governmental entities).
Recommend standardized policies and procedures for engaging noncompliant states and jurisdictions, aligned with the FAA's Revenue Use policy.
Develop quarterly and annual summary reports of aviation fuel tax revenue collection activities and findings.
Develop and maintain submission templates and review methodologies; ensure information is accurate, reliable, and retained for the duration of the award.
Analyze trends and emerging risks in aviation fuel tax assessment, collection, and use, including potential legal, regulatory, and legislative changes.
Translate trend and risk analysis into recommendations, best practices, and process improvements to strengthen compliance and improve reporting efficiency.
Leverage technology to improve data collection and analytics, enabling better decision-making and performance insights.
Document the methods of tax assessment enabling legislation, collection, the amounts collected, and the use or allocation of aviation fuel tax revenues by each taxing jurisdiction.
Review action plans, corrective actions, and ongoing compliance requirements for state and local governments.
Ensure data integrity within the aviation fuel tax database data by performing validation checks and implementing standardized data entry protocols.
Identify and document any discrepancies or anomalies in reported data and recommend corrective actions for ACO review.
Required Qualifications
U.S. citizenship required.
Ability to obtain a Public Trust clearance.
Experience
Bachelor's degree and 8+ years of relevant experience.
Demonstrated experience performing the responsibilities listed above.
