Area Overview

The Eastern Land Office administers Trust Land and Forestry Division programs in Carter, Custer, Dawson, Fallon, Garfield, McCone, Powder River, Prairie, Richland, Rosebud, and Wibaux counties. It manages approximately 1,234,000 surface acres of School Trust Lands and 1,316,000 acres of Trust mineral estate, handling lease administration, grazing, agricultural production, mineral permits, easements, and recreational access.

Job Overview

The Land Use Specialist oversees the design, implementation, coordination, and evaluation of natural resource management programs within the Eastern Land Office, performing scientific and professional tasks across a defined geographic region.

Essential Functions

Research proposed actions with guidance from the Land Program Manager and engage with project proponents, leaseholders, and specialists such as paleontologists, archaeologists, wildlife biologists, and other professionals.
Conduct site inspections, assess resource impacts, and maintain compliance with federal, state, and local laws.
Assist in all Trust Land Management Division programs, using a sound understanding of natural resource management, operations manuals, and related legislation.

Trustland Administration Duties

Coordinate lease preparation, renewal listings, and acquire acreage, soil, and aerial data from county agencies and NRCS publications.
Delineate state ownership on tracts and document findings in reports to the Department.

Range/Agricultural Management

Perform pasture and rangeland inventories, evaluating edaphic attributes, physiographic region, precipitation, and species composition to assess range condition and determine stocking rates.
Interpolate data when information is uncertain or ambiguous.

Special Uses / Real Estate Management

Conduct preliminary archaeological, paleontological, and historical surveys for proposed disturbances of Trust Lands.
Research, inspect, and assess impacts for license requests, monitoring compliance, and ensuring rental payments are current.

Minerals Management

Inspect and evaluate proposed or existing oil and gas wells, pipelines, pad locations, and access routes.
Prepare environmental documents and impose stipulations on permits and licenses for duration, bonding, site access, weed control, and reclamation.

Minimum Qualifications

Bachelor’s Degree in Agronomy, Range Science, Wildlife Biology, Natural Resource Management, or a related field.
No prior work experience required.
Agency accepts alternative methods of obtaining necessary qualifications.

Physical and Environmental Demands

Extensive field work in remote areas.
Walk 5-10 miles per day in rugged environments.
Drive approximately 15,000 miles per year, primarily on gravel or unimproved roads.
Overnight stays are required.

Eligibility to Work

Must be eligible to work in the United States and possess a valid driver’s license with less than 12 conviction points in the last 36 months.
