Noise/Environmental Specialist

Analyzes aircraft noise and flight data to respond to public noise concerns, prepares noise reports, and collaborates with consultants and other departments to develop and review noise abatement policies and address environmental concerns. Assists the Airport Noise Abatement Coordinator with all aspects of the airport noise abatement program.

Minimum Qualifications

High School diploma with additional training in airport noise abatement operations, word processing skills, Microsoft Office and customer service.

One (1) year of aviation experience, such as working with flight tracking equipment, radar, airport traffic patterns, flight paths, aircraft flight procedures or applying airspace rules, safety procedures, navigation techniques and aviation regulations.

Six (6) months has included noise abatement responsibilities (preferred).

Environmental training a plus.

Other Requirements

Capable of passing TSA security check as a prerequisite to working in highly sensitive areas.

Additional Qualifications

Knowledge of Federal Aviation Regulations, State and Local noise abatement laws and regulations; aircraft performance including noise characteristics; general airport operations and the principles of aviation; aviation weather patterns and their effect on airport operations locally; computer systems and applications related to noise mitigation (e.g. flight tracking systems, spreadsheets, and databases.)

Ability to: anticipate and identify problems associated with noise and flight tracking systems and develop and make recommendations for solutions to the airport vendor; analyze, summarize and compose a variety of noise monitoring and abatement reports for the Noise Abatement Coordinator; orally communicate effectively and persuasively with staff, airport management, members of the public and government officials; demonstrate sensitivity and concern to the public in regard to noise complaints in the community.

Must be able to obtain and develop a skilled working knowledge of the airport flight tracking system and must be able to learn and understand Federal Aviation Administration (FAA), State and Local noise policies.

Performs environmental compliance inspections and must be able to obtain and develop a skilled working knowledge of the airport environmental compliance policies. Collaborate with the Town of Barnstable departments, especially the Department of Public Works and the airport Licensed Site Professional on environmental issues, especially related to PFAS, also known as Per- and Polyfluoroalkyl Substances.

Performs various clerical and administrative duties related to noise and environmental subjects including, but not limited to generating and typing correspondence, maintaining thorough and accurate records of noise complaints and responses, and environmental compliance inspection results.
