Compensation
Full‑time employee will receive: 60 paid personal hours, 80 paid vacation hours, 14 paid holidays, 120 paid sick hours, healthcare (medical, prescription, dental, vision), employee assistance plan, life insurance, accidental death and dismemberment insurance, short and long term disability, up to $2,500 tuition reimbursement, defined pension plan with vested in 5 years, credit for prior active military service, and an annual salary starting $70,013.

General Definition of Work
Under the guidance of the GIS Manager, perform complex work developing, administering, diagnosing, coordinating, monitoring, and resolving problems in Washington County’s GIS spatial databases and application systems. Responsible for establishing and enforcing policies and procedures.

Essential Functions / Typical Tasks

Recommend and assist in implementation of goals, schedules, standards, and methods for GIS database management and application systems.

Provide day‑to‑day management and troubleshooting of GIS databases and applications, making recommendations and resolving issues.

Provide project management, technical direction, coordination, and quality control for GIS databases and applications; correct data deficiencies; implement data management plans and models.

Establish and enforce data security, integrity controls, backup procedures; oversee data archiving and backups; coordinate system maintenance and security; manage data dictionaries and support tools; perform database loading, testing, validation, redesign, and restructuring.

Consult with departments to coordinate system maintenance and operational support; analyze causes of problems and take corrective action.

Write and maintain production, distribution, training, support policies, procedures, and other documentation.

Develop and maintain standard and custom applications to support data development, manipulation, querying, analysis, map production, and report development.

Assist in supervising interns, temporary, and contracted personnel working in GIS databases or applications.

Maintain contact with vendors for product updates, modifications, and problem resolution.

Assist in preparing technical specifications for bids and purchases.

Maintain technical knowledge by attending training and seminars.

Perform related tasks as required.

Knowledge, Skills, and Abilities
Thorough knowledge of database management systems, programming languages, database design, computer systems, procedures analysis, and design. Ability to develop complex programs, forecast growth, establish policies, manage projects, train users, communicate effectively, and build working relationships.

Education and Experience

Bachelor’s degree in Geographic Information Systems, Computer Science or Information Technology.

Seven years of database administration and operations experience including exposure to data development, design, security administration, user support, and web technology.

Comparable training and experience may substitute for the minimum qualifications.

Physical Requirements
This is light work requiring up to 20 pounds of force occasionally and up to 10 pounds often. Requires fingering, repetitive motions, vocal communication, hearing, visual acuity, and exposure to indoor and outdoor conditions.

Special Requirements
Possession of a valid driver’s license.
