Summary
This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program approval awards a maximum of $200,000 and determines an eligibility period of one to five years through the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible to apply.
Qualifications
English Language Proficiency – per 38 U.S.C. 7403(f), no person shall serve in direct patient‑care positions unless they are proficient in basic written and spoken English.
Graduate of a professional nursing school approved by a recognized accrediting agency (ACEN or CCNE) at the time of completion.
Or an individual attending a master’s level bridge program in nursing who has completed coursework equivalent to a bachelor’s level degree in Nursing; may become registered with a state licensing board prior to completion of the bridge program.
Upon achievement of a state license, the individual may be appointed on a temporary basis and later converted to a permanent appointment after successful completion and graduation from the bridge program.

Or, graduates of foreign professional nursing schools – possession of a current, full, active and unrestricted registration meets the requirement for graduation from an approved school of professional nursing to warrant an appointment as a nurse who has completed an associated degree/entry‑level Nursing education program.
Credit for foreign nursing education higher than an associate degree/entry level requires a formal degree‑equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
Current, full, active and unrestricted registration as a graduate professional nurse in a U.S. state, territory or commonwealth (e.g., Puerto Rico) or the District of Columbia.
Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements but do not possess the required licensure may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120‑day temporary appointment while actively pursuing licensure (may be extended up to two years on a case‑by‑case basis). Grandfathering Provision: All persons currently employed in VHA in 0610 series and performing the duties described in the qualification standard on the effective date of the standard (01/29/2024) are considered to have met all qualification requirements for the grade held, including positive education and licensure/certification.

Nurse I – Level II: Demonstrates integration of biopsychosocial concepts – cognitive skills and technically competent practice in providing care to clients with basic or complex needs; requires an ADN or diploma in nursing and one year of specialized nursing experience equivalent to Nurse I – Level 1, or a bachelor’s degree in nursing (BSN) with no additional professional nursing experience.

Position open continuously until 05/04/2026; the initial cut‑off date for referral of eligible applications will be 05/05/2026. Eligible applications received after that date will be referred at regular intervals on an as‑needed basis until positions are filled. The CLC Registered Nurse (RN) – Community Living Center delivers comprehensive nursing care to veterans in the Rehab and Extended Care (REC) setting, applying the full nursing process under close supervision.
This position coordinates care across the continuum – supports patient transitions – and collaborates with an interdisciplinary team to ensure safe, veteran‑centered outcomes while contributing to quality improvement.
Major duties include – but are not limited to: Assess, plan, implement and evaluate all care based on age‑specific components, considering the individual's age, life stages, state of health, race, culture, values and previous experiences. Assume responsibility for coordination of care focused on patient transition through the continuum of care – including patient and family education and supporting patient self‑management after discharge. Work with the care team to sign off and ensure completion of all orders written for their assignment and that of their licensed practical nurse (LPN) teammates.
Administer medications and perform procedures per established policies and guidelines – including daily and weekly skin assessments, monitoring and documenting pain and pain interventions. Check crash carts for readiness and respond to codes as part of the code team as needed.
Influence care outcomes by collaborating with members of the interdisciplinary team and participate in unit/program‑level quality improvement activities. Establish therapeutic relationships with patients – engaging patients, families, and caregivers to incorporate knowledge, values and beliefs into care planning without judgment or discrimination.
Demonstrate positive, effective communication skills and professional behaviors that promote cooperation and teamwork with internal and external customers. Participate in unit‑based educational activities, continuing education requirements, and maintain competency for personal and professional growth.
Contribute to facility accreditation readiness for all regulatory or survey bodies and articulate standards of care, policies and performance improvement data as needed.
