Position Summary
The Payroll Tax Manager will develop and implement the organization's tax strategy and manage all aspects of the organization's tax reporting function. This position will provide leadership, direction, and training to Supervisors and their staff.
Essential Duties and Responsibilities
Review and submit tax‑related documents or filings, including federal, state, or local tax returns, declarations, or extensions.
Prepare tax planning reports and estimate the organization’s tax obligations.
Partner with senior management to outline strategies for minimizing tax liabilities.
Stay abreast of tax code changes and ensure ongoing compliance.
Research legal issues, concerns, solutions, and filing positions compliant with local, federal, and international tax laws.
Ensure Payroll Tax department processes liability payments, tax returns, and notices accurately and timely.
Establish and maintain procedures to reduce payroll tax discrepancies and ensure accuracy.
Verify compliance with laws, regulations, organizational policies, and procedures.
Notify leadership of regulatory updates and propose/implement required changes.
Resolve escalated issues with clients or internal departments.
Ensure team adherence to payroll tax regulations.
Provide employee coaching and performance reviews.
Perform periodic audits and maintain tax records to ensure compliance.
Resolve payroll tax discrepancies by analyzing information and making changes.
Manage and update payroll tax system.
Maintain professional and technical knowledge through education, publications, networking, and professional organizations.
Research payroll laws and regulations at federal, state, and local levels as needed.
Process and maintain payroll tax payments and returns, including reconciliations.
Perform other duties as assigned.
Knowledge, Skills, and Abilities
Ability to work long hours under pressure and meet deadlines consistently.
In‑depth knowledge of payroll tax processes including liability payment, tax return processing, W2/Year‑End.
Strong time management skills and motivation.
Intermediate to advanced Excel skills.
Thorough understanding of payroll tax and regulatory environment (federal, multi‑state, local).
Ability to communicate complex payroll tax information effectively to all organizational levels.
Working knowledge of payroll software systems.
Ability to interpret and analyze complex data independently.
Experience with tax filings and payments via e‑file, magnetic media, EFT debit and credit.
Results‑oriented and capable of managing multiple tasks efficiently.
Education & Experience
Comprehensive knowledge of field concepts and principles.
Experience performing complex tasks, leading, and directing employees with personnel decision authority.
Involvement in departmental budgeting, strategic planning, and procedural changes.
Minimum four years multi‑state, multi‑jurisdiction, high‑volume Payroll Tax experience.
Minimum two years of Supervisor or Manager experience required.
PEO or related industry experience preferred.
Hands‑on tax return processing experience required.
Strong knowledge of multi‑state payroll, federal, state, and local wage laws required.
Experience with MasterTax and Prism/HRP preferred.
Required Licenses and Certifications
Certified Payroll Professional (CPP) or Fundamentals of Payroll Certification (FPC) required.
Physical Demands
Frequent sitting; occasionally standing and walking.
Specific vision abilities include close vision, color vision, and focus adjustment.
Frequent talking and hearing required.
Moderate mental effort and concentration.
Average memory for information management.
Work environment noise level is usually moderate.
