Utility GIS Technician

This position provides oversight of all new and existing water and wastewater systems and related assets. Responsibilities include locating, documenting, and mapping all water and wastewater infrastructure throughout the town. The purpose of this role is to ensure high-quality workmanship and materials are installed both underground and at street level, elevating the town’s infrastructure to a higher standard. Additionally, this role is responsible for developing and maintaining a comprehensive asset management map of all water and wastewater assets to support long-term planning and help prevent damage to existing infrastructure from outside activities.

Essential Duties and Responsibilities
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Performs utility locating for existing water and wastewater infrastructure within Town to support excavation, construction, contractors request or utilities request permission to dig.

Utilizes specialized equipment such as the GPR (ground penetrating radar) and radio detection equipment to locate new and existing lines.

Provides guidance and leadership to the other distribution staff member when direct supervisor is unavailable, ensuring productivity and exercising judgment when required.

Utilizes mapping software to map out the town's current and future assets (new construction). This includes, but is not limited to, all wastewater , water, and reclaim valves, lift stations, water and wastewater lines, etc.

Integrates utility locating and GIS mapping responsibilities to develop and maintain a comprehensive asset map, including detailed data entry such as pipe diameter, location, direction, valve operations, and last service dates, ensuring the Town has accurate information available during leaks, emergencies, and system expansion projects.

Represents the Town and gives approval or disapproval of water, wastewater, and reclaim pressure testing.

Coordinates and collaborates with developers to complete punch list items, conduct generator startups, lift station inspections, and other finalized items before issuing Certificate of Conformance (COC).

Performs excavation and repair of water and wastewater utility lines, including installation of water meters, wastewater laterals, and saddles for new connections.

Inspects and addresses leaks, high consumption issues, and broken service lines.

Conducts meter shut offs and lockouts and taps water mains to support system maintenance and expansion projects.

Requires substantial independent judgment and decision-making.

Must be able to monitor and assess operations, workload, projects, and performance.

Performs other duties as assigned.

Handle stress effectively without it interfering with performance.

Knowledge/Skills/Abilities

Knowledge of civil engineering principles, practices, and methods applicable to a municipal setting; knowledge of relevant city policies, laws, and regulations affecting division activities.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Perform routine and emergency maintenance on all Town water and wastewater infrastructure, ensuring work is properly documented according to Town standards.

Ability to research, compile, and analyze data, and then present findings to management in an acceptable format.

Ability to perform heavy manual tasks for extended periods of time in the heat, cold, and rain.

Minimum Requirements/Qualifications

High School Diploma or GED.

One (1) year of related experience.

Must be willing to learn and demonstrate a positive attitude.

Other requirements

Must be 18 years of age or older.

Must possess a valid State of Florida driver’s license.

Must pass a physical examination and drug urinalysis test.

Must not have been convicted of a felony.

Must be able to work weekends and nights.

Must be fluent in the English language; ability to communicate in Spanish is a plus.

Must pass a background investigation in accordance with applicable laws and Town policies.

Licenses/Certifications

Ground Penetrating Radar (GPR) training is preferred.

Physical Requirements
This position is physically demanding and requires frequent use of the hands, arms, and legs to operate tools, handle objects, and perform tasks. The employee must be able to stand, walk, sit, climb, balance, stoop, kneel, crouch, and crawl as needed. The role requires regular use of hearing, talking and smell, along with vision abilities including close, distance, color, peripheral, and depth perception, as well as the ability to adjust focus. Employees must frequently lift and move up to 50 lbs. to 100 lbs.

Work is generally performed in both office and field settings. Office work involves using computers, Geographic Information System (GIS) software, and mapping tools, while field work requires locating and inspecting water and wastewater infrastructure in varying weather conditions and around active construction or excavation sites. The role involves regular interaction with coworkers, contractors, and developers, and may require lifting equipment, walking over uneven terrain, and adhering to strict safety procedures.

Comments
This position may be required to report for work when a declaration of emergency has been declared.
