Job Description
An Application Systems Analyst / Programming Manager will be responsible for leading business analysis, project planning, and coordination with stakeholders across the Aging and Disability Services Division (ADSD) and Developmental Services (DS).
Responsibilities
Demonstrated experience in standard concepts, practices, and deliverables related to Business Analysis/System Analysis in support of software development projects.
Develop and work full‑scale project plans and associated communications documents with Program and the IT team (Application Support and Application Development).
Coordinate and plan scheduled project timelines and milestones with software vendors, the Aging and Disability Services Division (ADSD), and the vendor, developing and delivering progress reports, proposals, requirements documents, and presentations.
Act in the capacity of a Business Process Analyst to support business needs in support of this project and assume responsibility for additional projects that may be small, medium, or large in scope for Developmental Services (DS).
Gather and document requirements (Functional and Technical), lead the project team to build project scopes, goals, and deliverables for implementation of the project with a good understanding of business needs and requirements.
Understand and explain program application limitations and work on a workaround for the business needs.
Understand and explain vendor on state and federal requirements and business need, understand the application limitation and work on an aggregable workaround for business needs.
Have a working knowledge of the software development lifecycle.
Work under limited supervision with considerable latitude for the use of initiative and independent judgment.
Have some familiarity with the use of standard market testing tools.
Manage scope, schedule and budget objectives.
Assessment and mitigation planning for all project risks; well‑defined strategies for working through issues.
Lead all meetings and develop appropriate meeting documents.
Develop any necessary business process documents to execute the project deliverables.
Lead the team in successfully completing any software testing.
Preferred Qualifications
Working knowledge of IT best practices regarding relational databases.
Working experience at the State and Federal Government level.
Working experience with systems following Health Insurance Portability and Accountability Act (HIPAA) guidelines.
Understand the need for and consistently practice effective teamwork with others.
Capable of prioritizing and managing assignments, tasks, and projects to completion with minimal supervision.
Excellent written and verbal communication skills.
Ability to draft reports, business correspondence and procedures/user manuals.
