Job Summary
The Marketing and Communications Manager provides strategic leadership for marketing, communications, and public relations within Community Services. This role is responsible for developing and executing integrated marketing strategies that strengthen the City’s brand, enhance community engagement, and promote programs, services, and initiatives. The position oversees the creation of compelling content across digital, print, and in-person channels while ensuring consistent messaging and brand standards.

Essential Duties and Responsibilities

Develop and implement comprehensive marketing and communications strategies.

Establish, maintain, and enforce City brand standards across assigned Service Area; monitor and guide consistent application.

Advise leadership on marketing, communications, media relations, and community engagement strategies.

Lead, manage, and mentor the marketing and communications team, including work planning, task assignment, scheduling, and performance development.

Oversee creative direction and ensure high-quality execution of all marketing and communication efforts.

Manage vendor selection, contracts, and partnerships for marketing, media, and creative services.

Direct the creation and delivery of marketing content, including press releases, web content, social media, newsletters, videos, and promotional materials.

Develop and manage integrated marketing campaigns across digital, print, and in-person channels.

Oversee customer engagement and appreciation campaigns.

Direct public relations efforts, including media outreach, story development, and press communications.

Lead and oversee the full lifecycle of public-facing events, including operational planning, execution, sponsorship development and management, and event-related marketing and communications.

Oversee marketing research and analytics to evaluate effectiveness and inform strategy.

Develop reports and provide data-driven recommendations for continuous improvement.

Recommend and coordinate internal or external resources for creative production and media services.

Oversee social media strategy and execution across relevant platforms.

Ensure consistent City brand voice and engagement across all digital channels.

Develop and manage the marketing and communications budget for assigned Service Area.

Ensure effective allocation of resources to maximize impact and efficiency.

Drive revenue-generating marketing efforts in support of ticket sales, program enrollment, facility memberships and recreation passes, developing campaigns that effectively convert community awareness into participation and sales.

Lead public engagement strategy and execution, creating meaningful opportunities for community involvement in planning processes, program feedback and other initiatives that connect residents to City services and decisions.

Demonstrated experience with creating and curating content for business needs.

Experience using a variety of social media platforms and their analytic tools including Facebook, Instagram and X.

Experience with Microsoft Office Suite, Adobe Illustrator, InDesign, Photoshop, html and any software commonly used for creating marketing material and social content.

Positive attitude, self‑motivated, detail oriented with multitasking and organizational ability.

Strong attention to detail and accuracy.

Must be able to utilize considerable judgement, discretion and initiative.

Required Qualifications
Minimum: College degree or equivalent work experience. Preferred: Some positions may require functionally related certification or advanced degrees in Communications, Marketing, Advertising, Business, New Media, Public Relations.

Experience Requirements
5 years of relevant work experience, or equivalent combination of education and experience.
