About Our Opportunity
We are hiring a full-time (40 hours weekly), non-exempt Clerk II for our Auditor's Office located in Rock Hill. The purpose of this position is to provides professional customer service while performing a variety of clerical and administrative duties involved in the operation of the Auditor's Office. This position also acts as a liaison between all tax departments within the County and all Federal and State agencies on behalf of the taxpayer.
Projected Salary Range/Pay Grade 107: $16.78 - $20.14 per hour. Salary is determined based on qualifications.
Schedule: Monday - Friday 8 am - 5 pm

Duties and Responsibilities:
Assists taxpayers at customer service window and over the phone. This includes looking up tax district information on GIS, looking up assessment information, adding tax bills to our system, adjusting tax bills based on appeals submitted, accepting appropriate documentation for refund requests, breaking down how taxes are calculated, and giving estimates of tax amounts.
Sends and responds to faxes and e-mails.
Opens and responds to daily mail as well as flagging return mail on the system and searching for updated addresses in attempt to resend tax notices.
Verifies property ownership and percentage of ownership for Homestead Exemption using GIS, Tax Assessor records, and RM Web.
Verifies residency status (how long lived in SC) and taking appropriate steps to complete application.
Collects required documentation to prove eligibility and sending information to Homestead Clerk.
Receives first time issue file weekly from QSl and hard copies of bill of sales from DMV and other counties, applying district and assessment information, sending records that belong to other counties to them, mailing tax bills with letter of explanation, scanning and sorting hard copies in software, filing hard copies, and prorating tax bills with appropriate documentation.
Receives watercraft listing from DOR annually, applying district and assessment information, keying information into the system, accepting applications for primary and secondary residence status, prorating tax bills with appropriate documentation, and accepting correspondence as evidence that property was sold.
Receives documented vessel listing from DOR annually, sending return forms when necessary, applying district and assessment information, keying information into the system, accepting applications for primary and secondary residence status, prorating tax bills with appropriate documentation, and accepting correspondence as evidence that property was sold.
Issues supplemental real property tax bills based on changes submitted by the Tax Assessor's Office.
Maintains updated handbook of laws pertaining to operation of Auditor's Office for personal reference and for taxpayer information.
Assists in identifying and collecting delinquent accounts on all personal property.
Performs related work as assigned.
About You
Education and Experience:
High School Graduation or GED equivalent.
One (1) year of clerical experience or an equivalent combination of education, training and experience.
Applicants with equivalent experience and/or education may be considered.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
