General Description
The Public Service Manager is an unclassified, full-time management position that reports directly to the Public Service Director. This position has considerable interface with all City Departments and community leaders. The Public Service Department is responsible for infrastructure maintenance and repairs, snow removal, streets, fleet maintenance, utilities, refuse removal and various engineering functions for the City.

Essential Functions of Work

The Public Service Manager assists the Public Service Director while performing a variety of functions within the Public Service Department, including developing and implementing a comprehensive maintenance and city projects program.

The Public Service Manager assists in managing both public/private projects throughout the City to ensure that they comply with all city standards and are completed in a timely manner.

Oversee assigned construction and renovation projects from planning through completion, ensuring alignment with city goals and priorities.

Work with contractors, designers, engineers and internal stakeholders to develop detailed project schedules through project close out.

Monitor construction activities to ensure alignment with planned schedule.

Conduct routine site inspection to track progress, document issues and ensure construction activities adhere to specifications.

Strengthen contract and vendor management.

The Public Service Manager also performs the following functions:

Reviews all Right-of-Way (R/W) permits and oversees said projects through completion.

Represents the City at various meetings and functions, as needed.

In consultation with the Public Service Director, develops and ensures customer service and operational standards are maintained at a high level; monitors, evaluates and identifies opportunities for improving customer service delivery methods and procedures.

Ensure contractors secure required permits, licenses and approvals.

Coordinate with onsite inspectors to ensure all specifications and regulations are followed.

Maintain complete, accurate project documentation, including plans, drawings, reports, contracts and change orders.

Prepare project status updates and provide recommendations for adjustments to plans, schedules, specifications or budgets as needed.

Report progress and project issues to the Service Director and Building and Zoning Administrator in a timely and consistent manner.

Help oversee contractor performance, ensuring work is performed according to approved plans and contractual expectations.

Provide technical guidance to contractors, engineers, designers and internal teams as needed.

Work collaboratively with partners to coordinate activities, resolve issues and ensure project success.

Support operational improvements and modernization efforts.

Build strong relationships with superintendents, assistant superintendents and other staff.

Performs other related duties, as assigned.

Minimum Qualifications

Associate’s degree in major coursework related to the duties of the position. Such related majors include City and Regional Planning, Civil Engineering, Construction Management or a related field.

Ten (10) years of progressive experience in construction, construction management, project management, engineering and/or architecture.

Five (5) years of progressive responsible experience in working with staff engaged in development, civil engineering and/or public service work or the equivalent education and experience that would provide the necessary knowledge, skills and abilities required of the position.

Municipal experience.

Preferred

Bachelor or Masters’ Degree is preferred.

Licensure or Certification Requirements

Valid Ohio Driver’s License and the ability to maintain insurability under city’s vehicle insurance policy.

Knowledge of

Principle practices, concepts, procedures and methods for public service, city operations and engineering functions

Scheduling, procedures and regulations

Techniques to involve citizens in development processes

Specialized knowledge in areas such as design, zoning, engineering and construction management

Terminology, theory, principles and practices for Public Works operations

Strong understanding of building systems, construction techniques, design concepts and architectural/engineering drawings.

Working knowledge of trades within the construction environment, including the ability to coordinate and manage multidisciplinary teams.

Knowledge of public bidding requirements.

Skills in

Composing correspondence, using proper grammar and punctuation

Use of GIS software, electronic work order systems and other required computer applications, programs or systems

Ability to communicate effectively with internal and external stakeholders and to general audiences in order to educate or provide information to the public

Public presentation skills, both orally and written

Familiarity with legal and safety requirements related to construction and public-sector projects.

Ability to

Manage multiple projects varying in size, complexity and scope simultaneously.

Strong written and verbal communication skills, including the ability to write and interpret technical specifications and drawings.

Strong organizational skills with the ability to manage deadlines, long lead times, and concurrent priorities.

Effectively manage contractors and provide clear guidance and oversight.

Resolve project or land management issues in a timely and effective manner.

Read, understand, interpret and critically evaluate schematic-level planning documents and construction of easements, as required.

Research and write technical reports for the city.

Develop and standardize procedures and methods to improve the efficiency and effectiveness of services, projects and activities.

Assess and monitor workload, operation processes and internal report relationships.

Receive, investigate and respond to problems and complaints in a professional manner.

Maintain regular and predictable attendance.

Operate a city vehicle.

See and hear to accurately observe situations.

Handle confidential matters in strict confidence.

Work irregular hours (evenings, weekends, and holidays), as needed.

Operate in the absence of clear expectation, precedence or procedures.

Use independent judgement, common sense and principals of influence and rational systems in the performance of tasks.

Behave in a friendly, understanding, helpful and professional manner with coworkers, supervisors and the general public.

Establish, develop and maintain positive working relations with community stakeholders, city council, members of the management team, board and commissions and other staff in order to support a high level of organizational performance.

Summary
This position requires exceptional knowledge in the functional areas of public service, with particular emphasis on infrastructure maintenance and repairs and civil engineering. The Public Service Manager displays a positive, collaborative leadership approach to problem solving with a proven commitment to customer service.
