Morgner is seeking a detail-oriented and proactive
Office Engineer (OE)
to support construction management activities on a large-scale infrastructure bridge project. This role is critical to maintaining
contract compliance, document control, and coordination
across field and office teams in a fast-paced, Design-Build or GCCM environment.
The OE will serve as the
central hub for project documentation and communication , ensuring all contractor deliverables, changes, and records are accurately tracked, reviewed, and processed.
Key Responsibilities
Contract Administration & Document Control
Manage and track:
Requests for Information (RFIs)
Submittals and shop drawings
Change orders, change notices, and logs
Maintain complete and accurate
project records
in accordance with contract requirements
Ensure all documentation aligns with:
Specifications
Contract requirements
Agency procedures
Submittals & RFI Management
Review and process contractor submittals for:
Completeness and compliance
Coordination with design and field teams
Track submittal status and turnaround times
Coordinate RFI responses between:
Contractor
Design team
Field staff
Ensure timely resolution of design clarifications
Change Management & Cost Support
Track and maintain logs for:
Change requests
Potential change orders (PCOs)
Support RE in:
Evaluating change impacts
Reviewing contractor cost proposals
Assist in documentation of:
Time impacts
Quantity tracking
Supporting backup for changes
Schedule & Progress Tracking
Review contractor schedules for:
Updates and changes
Consistency with field progress
Track milestones and identify potential delays
Support preparation of:
Weekly and monthly progress reports
Field Coordination & Reporting
Interface with:
Inspectors
Resident Engineer
Contractor field staff
Review and compile:
Inspector Daily Reports (IDRs)
Progress documentation
Ensure field issues are properly documented and escalated
Systems & Tools
Maintain and manage project information in:
Procore
Unifier
Bluebeam
SharePoint or similar systems
Ensure proper version control and document tracking
Required Qualifications
5–10 years of experience in
heavy civil / infrastructure construction
Experience supporting:
Construction management or contractor teams
Strong experience with:
RFIs
Submittals
Document control systems
Familiarity with:
Design-Build or GCCM delivery environments
Ability to read and interpret:
Construction drawings
Specifications
Preferred Qualifications
Experience on:
Bridge or large infrastructure projects
Exposure to:
Change management and cost tracking
Proficiency in project management systems (Procore, Kahua, etc.)
