Reporting to the GM Corporate Services/Chief People Officer, the Health, Safety & Wellbeing team plays a critical role in enabling Christchurch City Council to deliver for our city safely and sustainably. The team partners closely with leaders, managers and staff across the organisation and our People & Capability unit to enable and embed a proactive health, safety and wellbeing culture that supports our people and the communities we serve.

About the role | Ko te mahi nei
As Manager Health, Safety & Wellbeing, you’ll provide strategic and operational leadership for the Council’s Health, Safety and Wellbeing (HSW) framework. You’ll lead a team of HSSW advisors to continuously improve HSW practices in line with legislative requirements while enabling and strengthening organisational HSW leadership across a wide range of organisational services and activities.

Key priorities of the role include:

Leading the implementation and continuous improvement of the Council’s HSW strategy and management systems

Providing advice and visible HSW leadership to the Executive Leadership Team, managers and Council committees

Championing a positive health safety, wellbeing and risk‑aware culture across a large, complex organisation

Overseeing HSW advisory, incident, risk and audit processes, including high‑consequence events and ACC Accredited Employer Programme requirements

Building strong internal and external relationships, including with WorkSafe NZ, ACC and sector partners

Leading an enabling HSW team, in collaboration with our People & Capability services, towards positioning those leaders responsible for HSW in their teams and services.

This is a senior leadership role where your impact will be felt across the organisation and the city.

You’re an experienced health and safety leader who can think strategically, drive pragmatic operational practice across a complex organisation, lead people with confidence, and influence at senior levels. You bring a balance of strong technical expertise and pragmatic, relationship‑based leadership.

You’ll also bring:

A tertiary qualification in a relevant discipline (or equivalent experience)

At least 10 years’ experience in a health and safety environment, including 5+ years in leadership roles

Strong knowledge of New Zealand health and safety legislation and regulatory frameworks

Proven experience driving performance improvement, organisational and team cultural change and continuous improvement

Confidence engaging with diverse stakeholders and navigating complex organisational environments

A commitment to Te Tiriti o Waitangi, bicultural practice and the Council’s values

Position details

Hours of work – 37.5‑40 hours per week

Position – Permanent, full time

Location – This position is primarily based at Te Hononga, Christchurch City Council Civic Offices - 53 Hereford Street

Salary – Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
