WinnCompanies is searching for a dependable and organized

Change of Occupancy Maintenance (COM) Manager

to join our military housing team at

Fort Wainwright, AK.

In this role, you will ensure the Change of Occupancy Maintenance (COMs) are completed in accordance with time, budget, and quality expectations. You will also supervise the COM Coordinator and COM Technicians, and you will coordinate and oversee subcontracted COM work.

In accordance with the REAL ID Act, effective May 7, 2025, a REAL ID compliant driver's license/ID is required in order to access the federal facility.

Responsibilities

Scope, scheduling and coordination of COM work (Internal and Contracted): Ensure scope and tasks required are identified for COM including accurate estimations of time and cost to complete repairs. Utilize the YARDI database to manage COM process.

Quality Control Activities and Subcontractor verification: Perform Quality Control checks throughout the COM process for technician and subcontracted work to ensure time and quality expectations are met.

Oversee COM operations: Ensure that all Winn Military Housing Services (WMHS), Centinel and Military Partner policies, procedures, standards and reporting requirements are effectively communicated to employees, adhered to and properly implemented and delivered accurately, timely. Communicate daily with Maintenance department managers (Service, Dispatch, Warehouse) to ensure appropriate goals and targets are met for COMs. Ensure consistent and accurate communication between maintenance department and community/leasing offices.

Responsible for meeting outlined budgetary requirements and forecasting volume and cost overages. Responsible for ensuring vacant houses are turned over in an expeditious manner in order to avoid the loss of any rental income.

Personnel Management: Participate in hire, termination, performance management and progressive discipline in coordination with DOM and HR. Train, coach and mentor team members. Schedule and adjust technician’s daily work load. Assist in coordination of technician training, truck stock inventories, and employee development.

Employee & Site Safety/Environmental: Participate in site safety and environmental programs, coordinating with regional Centinel safety and environmental managers on immediate concerns and opportunities for improvement. Educate, monitor and coach team members about safety and environmental requirements and standards.

Reporting: Generate and review appropriate weekly and monthly maintenance reports to determine if there are any current or potential issues. Make recommendations for solutions and ensure solutions are implemented by appropriate staff.

May be responsible for duties of COM Coordinator, Other Department Managers, Resource Manager and Field Supervisors in their absence or as required.

Requirements

High School diploma or GED.

3 - 5 years of required work experience.

1 - 3 years of required supervisory/management experience.

A current vehicle license in good standing and meet the driving records standards outlined in the Company Safe Vehicular Operations Policy.

Demonstrated skills or experience in general maintenance or construction.

Experience with computer systems, such as Microsoft Office and Yardi maintenance management system.

Ability to work with a diverse group of people and personalities.

Ability to respond to requests in a timely and respectful manner.

Outstanding verbal and written communication skills.

Organizational skills, can juggle multiple tasks and strong attention to detail.

Ability to adapt to changing priorities and dynamics.

Preferred Qualifications

Vocational or Technical training.

Carpentry, painting, plumbing, electrical, HVAC, or appliance certifications.
