Job Description
L3Harris Technologies is actively seeking a Customs Compliance Official, Trade Compliance Specialist for support of our Intelligence, Surveillance and Reconnaissance (ISR) Sector. Trade Compliance Specialist will serve as a Customs Compliance Official for ISR Sector operations. This position coordinates with designated customs broker to facilitate proper filing of customs entries in timely and compliant manner. Prepares import shipment documentation and instructions in accordance with federal regulations to support international business, manages carnets and other shipment documents to include recordkeeping. The Customs Compliance Official monitors import activities and ensures timely resolution of any issues or delays. This position will support cross-border logistics with international and US customer deliveries, RMAs, and service center operations. This role supports external or internal audits of operations and functions as POC for inquiries from US governmental agencies such as Customs, FDA and/or Census through data gathering and corrective action execution as instructed by the Global Trade Compliance Manager.
Essential Functions
Ability to obtain and maintain a DoD security clearance.
Ensure regulatory compliance with all relevant customs regulations, trade laws and international trade agreements. Maintain awareness of changes in customs regulations and policies.
Communicate instructions to Freight Forwarder or Customs Broker timely for entry filing.
Review import documentation for accuracy to ensure compliance with applicable US and/or foreign regulatory requirements.
Review entries and billing invoices received from the broker within 5 days of receipt to verify accuracy in accordance with the instructions provided.
Communicate and resolve discrepancies to designated customs broker before statement date.
Confirm any licenses, exemptions or other authorizations are properly validated and decremented as appropriate on the customs entry and within internal systems.
Filing of Post Summary Corrections to entries as needed.
Verify and validate Schedule B Classification/Harmonized Tariff Schedule (HTS) as required by regulation and L3Harris policy. Document classification analysis in internal database.
Maintain import and export records including shipment logs in accordance with CBP regulations (19 CFR 163) as well as L3Harris policies and procedures.
Monitor and support compliance with Participating Government Agencies (PGA’s) including but not limited to FDA, ATF, EPA, Census, FAA and others as needed to support business objectives.
Maintain and monitor Temporary Import under Bond (TIB) shipments, ATA Carnets and other foreign and domestic regulatory requirements as applicable.
Determine import requirements for all proposed imports in coordination and consultation with the Global Trade Group, Customs Trade Compliance Team, and/or the local Empowered Official as appropriate.
Notify Global Trade Compliance Manager of any domestic or foreign detention, seizure, compliance and/or disciplinary inquiry or action that is, or has the potential to be, imposed upon the Corporation by the U.S. or foreign government for noncompliance with U.S. Import/Export laws and regulations.
Provide training and guidance on customs compliance requirements and best practices to internal stakeholders and other trade compliance staff as needed.
Provide updates to internal stakeholders regarding changes in trade policies that may affect imports.
Suggest corrective actions as necessary to address compliance issues and implement as directed by Global Trade Compliance Manager.
Support investigation and give other assistance necessary to address a potential or an actual violation.
Knowledge of 19 CFR, Foreign Trade Regulations, Export Administration Regulation (EAR) and International Traffic in Arms Regulations (ITAR).
Professional understanding of Incoterms and international logistics process flows.
Proven ability to build and maintain effective internal and external customer relationships.
Ability to handle multiple tasks and work in a fast-paced environment with time-critical schedule events.
Ability to learn and utilize various internal software platforms.

Qualifications
Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
Minimum 2 years experience in U.S. import/export compliance with emphasis in global supply chain logistics/traffic and compliance documentation.
Must be a U.S. citizen.
Preferred Qualifications
Licensed Customs Broker preferred.
Previous experience with OCR EASE Application.
Excellent interpersonal and communication skills.
Strong organization and time management skills.
Demonstrate strong analytical and reasoning skills.
Proficient in the use of PC, including MS Office (Word, Excel, Power Point, Outlook).
Salary and Benefits
In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $73,000 - $135,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $63,500 - $117,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays.
