Overview
The Community Service Officer – Guard House Security Officer is responsible for performing general security operations for the Town of Manalapan. The position provides a high-visibility security presence and general deterrence to protect municipal property and promote public safety. Work is performed primarily in a guard house setting and surrounding areas, involving routine and occasionally complex security-related assignments with daily interaction with residents, visitors, and Town employees. Duties are carried out under the general supervision of a Police Sergeant.

Essential Functions

Provide a highly visible security presence at assigned guard house locations and surrounding areas to deter criminal activity and unauthorized access.

Monitor and control access to Town facilities, properties, or designated areas as assigned.

Conduct routine patrols on foot or by vehicle in the immediate area of responsibility.

Observe, identify, and report suspicious activity, safety hazards, or security concerns to supervising personnel.

Maintain daily logs, reports, and records related to security activities, incidents, and citizen contacts.

Provide courteous assistance and information to residents, visitors, contractors, and Town personnel.

Enforce Town policies, rules, and procedures related to access control and property security.

Respond appropriately to alarms, disturbances, or emergency situations and notify police personnel as required.

Assist sworn police officers as directed within the scope of the position.

Maintain professional appearance and conduct at all times while representing the Town of Manalapan.

Follow Town and public safety guidelines and protocols and perform job functions in a safe manner; report safety hazards per established policies and procedures.

Respond to inquiries, questions and comments from the public per established standards and protocols; respond to and resolve inquiries, issues and complaints.

Attend and participate in professional group meetings; stay current on new trends and best practices.

Perform basic computer functions, including use of a keyboard and mouse.

Use standard office equipment and software such as computers, email systems, and basic word processing applications.

Enter, retrieve, and update information in computerized logs, databases, or record-keeping systems.

Operate security-related computer systems, including access control, visitor management, or surveillance monitoring systems, after training.

Learn and use Town-approved software applications as required.

Working Conditions and Physical Requirements

Work is performed primarily in a guard house and outdoor patrol environment.

May require standing, sitting, walking, and patrolling for extended periods.

May be required to work evenings, nights, weekends, holidays, and during adverse weather conditions.

Ability to communicate clearly in person and by radio or telephone.

Minimum Qualifications

Must be a U.S. Citizen (born or naturalized).

No conviction of felony or misdemeanor involving moral turpitude or domestic violence.

Prior military service must have been completed with an Honorable Discharge.

Applicants must possess before the date of hire a valid State of Florida Driver's License.

The required license and related endorsement must be maintained during the term of employment.

Vision must be corrected to 20/40.

Acceptable hearing (with or without hearing aid).

No more than three (3) moving violations within the most recent three-year period.

High school diploma or equivalent.

Certifications, Licenses, or Special Qualifications

Must have and maintain a valid state of Florida driver license.

Must have CJIS Florida Crime Information Center (FCIC) and National Crime Information Center (NCIC) certification or ability to obtain within thirty (30) days of hire date.

Must pass the background check process for this position including: Criminal Background Check, Reference Check, Motor Vehicles Report (MVR) Check, Credit Check, Neighborhood Check, Certification/License Verification, Fingerprinting, Polygraph, Employment Verification Psychological Examination, Drug and Alcohol Screen.

Preferred Qualifications

Florida D or G Security License or Certificate of Community Service Officer or Public Service Aid Certification.

Ability to follow Town and public safety guidelines and protocols and perform job functions in a safe manner.

Tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds).

Tasks may involve standing and walking indoors and outdoors with exposure to environmental conditions.

Some tasks require manual dexterity, visual and hearing acuity, and the ability to communicate orally and in writing.
