Administrative and Legislative Analyst (Analyst II)

Salary: $6,031 - $7,775 per month

Employment Type: 12‑Month Limited Term (may extend up to 24 months or become permanent)

Work Location: Hybrid – remote and on‑site (minimum 2 business days at the office)

Job Summary
Under the direction of the Executive Administrative Unit Supervisor I, the Analyst II provides essential administrative and legislative support for the CDFW Executive Office and Office of Legislative Affairs. The role involves bill tracking, legislative analysis, contract administration, budget monitoring, and training support.

Responsibilities

Maintain and update the bill tracking database, monitoring status of legislation, bill analyses, due dates, legislative letters, reports to the Legislature, and hearing dates.

Coordinate with OLA staff and Governor’s Office Action Requests (GOAR), and track CNRA bill assignments.

Provide guidance on the Director’s Action Request (DAR) process and analyze low‑medium/medium complexity legislative bills.

Serve as a Subject Matter Generalist (SMG) with the Business Management Branch to develop, coordinate, and administer medium‑to‑high complexity contracts.

Initiate contracts via the Contract Request Tracking System (CRTS), review exhibits, and partner on contract execution procedures including procurement and purchase orders.

Process invoices in FI$Cal and support budget tracking and reconciliation using Power BI for assigned executive programs.

Review, edit, and support EAU training materials, including job aids and procedures.

Perform backup reception duties as requested.

Qualifications

Experience or training suitable for an Analyst II role with strong analytical, research, and communication skills.

Ability to learn routine and detailed work quickly, handle accelerating responsibilities, and take on challenging assignments.

Proficiency in database management, Microsoft Office, and basic Power BI.

Experience with legislative tracking or contract administration is preferred.

Valid California driver’s license and reliable transportation.
