Position Summary:
HR & Payroll Specialist is a dual‑role position responsible for performing district‑wide support to the Human Resources and Payroll departments. This role provides dedicated execution support for compliance‑critical HR and payroll processes and serves as trained backup coverage to reduce single‑point‑of‑failure risk in state and federal reporting, benefits administration, and payroll‑related compliance tasks. This position ensures the accurate and timely processing of employee data and processing of payroll while maintaining compliance with the Uniform System of Financial Records (USFR) and district policies. The role requires a high level of confidentiality, attention to detail, and strong organizational skills to handle sensitive financial and personnel information. Primary work assignment is HR/Payroll compliance execution. Cross‑department support is secondary and may not supersede compliance deadlines, payroll processing windows, or HR reporting requirements.
Minimum Qualifications:
High School Diploma or GED required; Associate's degree or higher in business, accounting, or related field preferred.
Two (2) years of experience in payroll, HR, or benefits administration required (public sector preferred).
Experience with compliance‑driven reporting and confidential personnel/financial records required.
Knowledge of USFR guidelines and financial recordkeeping practices.
Proficiency in accounting software, Microsoft Office Suite (Excel, Word, Outlook), and Google Suite.
Strong attention to detail, organization, and accuracy.
Familiarity with payroll processing systems and basic HR practices preferred.
Excellent communication and interpersonal skills.
Ability to maintain confidentiality and professionalism with sensitive information.
Arizona IVP Fingerprint Clearance Card required.

Human Resources
Assist with employee onboarding, including data entry, benefits enrollment, and personnel file setup.
Assist with employee terminations, including removal from the Financial system and Timeclock system.
Assist with the preparation and processing of employee contracts and work agreements, ensuring accurate entry and alignment with payroll and benefits deductions.
Update and maintain employee records, contracts, and employment verification letters.
Maintain confidential HR records and ensure data accuracy and compliance with applicable regulations.
Payroll
Support payroll processing by assisting with timesheet collection, payroll entry, deduction tracking, and transmittals.
Support leave tracking and payroll execution, including dock processing and coordination with HR for FMLA‑related leave tracking and documentation.
Respond to employee inquiries regarding pay, benefits, leave, and personnel policies in collaboration with HR and payroll personnel.
Compliance & Administrative Support
Maintain documented procedures (SOPs) for assigned compliance processes and provide continuity coverage during employee absences to prevent missed deadlines, audit findings, payroll disruptions, or reporting delays.
Prepare documentation for audits and assist with providing required records and reports.
Process and maintain ASRS enrollment, reporting, contribution reconciliation, and required follow‑up in coordination with HR and Payroll.
Assist with correcting ASRS discrepancies and ensuring accurate retirement reporting.
Support completion and submission of required state reporting, including Teacher Input Application (TIA) and SDER, including data validation and deadline tracking.
Provide administrative support to HR for workers' compensation and district liability claim documentation, tracking, and deadline monitoring under HR direction.
Provide limited operational support to Business Office functions as assigned, provided that core HR/Payroll compliance responsibilities and statutory deadlines are met.
Assist with financial reporting, deposits, and administrative duties related to district financial operations.
File when needed in HR and Payroll.
Work cooperatively with district staff, vendors, and agencies to support operational needs.
Provide training or guidance to school or department staff on payroll procedures as needed.
Stay current with updates in Payroll and HR regulations, policies, and systems.
All duties as assigned.
Physical Demands
Regularly required to talk, hear, and operate computers and office equipment.
Prolonged periods of sitting, standing, or walking.
Ability to lift up to 25 lbs. (e.g., boxes, files).
Visual acuity necessary for reviewing financial and personnel documents.
Working Conditions
Work is performed in an office setting with regular interaction with district staff and vendors.
May require occasional overtime during peak payroll and HR periods.
Must be able to manage multiple tasks, prioritize responsibilities, and meet deadlines.
