
Equipment Operator III - Utilities Infrastructure

Position Description
This posting will be used to fill full‑time, safety‑sensitive positions in the Department of Public Works, Bureau of Utility Operations in the Water and Wastewater Infrastructure Division. The role involves advanced level work operating heavy‑size vehicles and construction equipment and performing semi‑skilled and laborer work.
Employees in this class are expected to have advanced skills in the operation and preventive maintenance of a variety of construction vehicles and equipment and to perform skilled laborer duties. The position requires considerable judgment, minimal supervision, and the ability to carry out assignments without modification. Work may include operating a dump truck, excavator/track backhoe, rubber tire loader, and backhoe used to excavate soil for repairing water and wastewater lines and pipes. Employees must also perform a variety of skilled tasks in support of a maintenance crew to which they are assigned.
Because of the nature of this work the employee must be available to work outside of the normal workweek and respond to work emergencies when required. Work assignments are received from a supervisor or team leader, with general guidelines provided for each task. The employee is often assigned as the working leader of a maintenance or repair crew, coordinating workflow and ensuring that projects are completed properly and within prescribed time limits.
The position requires substantial physical effort, including lifting, moving heavy materials and equipment, and prolonged standing or walking. Employees may be exposed to dirty, noisy, dusty environments and must wear hard hats, safety shoes, and glasses when working with dangerous machinery, tools, or equipment in confined spaces. Work is frequently performed in adverse weather conditions for long periods of time.
Examples of Duties and Knowledge, Skills, and Abilities
Drive and operate construction vehicles and equipment to work locations and perform skilled tasks as required.
Perform duties as a working leader in coordinating the workflow and performance of a maintenance crew at a job site.
Operate equipment such as a backhoe, rubber tire loader, dump truck, and excavator/track backhoe.
Explain regulations and safe operation of construction vehicles and equipment to less skilled employees.
Work in confined spaces to clean storm drains, drainage ditches, and inlets.
Perform preventive maintenance on vehicles, tools, and equipment.
Perform lower‑classified employee tasks such as laborer duties as required.
Respond to work emergencies and callouts after normal work hours.
Perform maintenance in accordance with written procedures and equipment specifications.
Operate a backhoe to excavate around buried utilities (electric, gas, fiber optics, CATV, private irrigation) to access water and sewer lines for maintenance, repair, line replacements, and renewals.
Assist crew members in making repairs and replacements to water and sewer lines by handing parts and tools.
Excavate, backfill, compact soil, and prepare final grade for temporary patching or topsoil.
Read blueprints and use computer software to locate specific locations of water and wastewater lines.
Drive a dump truck and flat‑bed trailer loaded with a backhoe and equipment to various job sites.
Attend safety training for operating construction vehicles, working in confined spaces, trenching and shoring, traffic control, first‑aid, and CPR.
Follow all federal, state, and local laws on safety precautions and requirements when working in confined spaces and trenches.
Perform lead work duties over a maintenance and repair crew engaged in water/sewer repair, testing, and inspection.
Maintain appropriate vehicular and equipment records and logs.
Operate vehicles and equipment and perform duties of lower‑classified employees as required.
Knowledge, Skills, and Abilities
Thorough knowledge of operating characteristics and preventive maintenance requirements of heavy construction vehicles, equipment, and power tools.
Thorough knowledge of work hazards and applicable safety precautions for operating construction equipment and power tools.
Knowledge of how to effectively and safely rig vehicles, loads, and products for towing.
Knowledge of applicable traffic laws, ordinances, and regulations pertaining to operating equipment.
Knowledge of the primary and secondary road system in Anne Arundel County.
Knowledge of state and county health regulations that pertain to the transporting and disposal of sewage and sludge.
Knowledge of excavating around buried utilities.
Ability to lead a maintenance crew in performing work assignments.
Ability to read and follow engineer blueprints.
Ability to read and follow street map directions.
Ability to follow oral and written instructions.
Ability to stand or walk over rough terrain for long periods of time.
Ability to work in close areas requiring bending, crouching, stretching, or crawling.
Ability to climb ladders or scaffolding.
Ability to lift heavy objects and bulky items.
Ability to work in dirty, noisy, dusty conditions with disagreeable odors.
Ability to work with dangerous hand and power tools.
Ability to work hours beyond the standard workweek as required.
Ability to establish effective working relationships with other employees.
Ability to communicate effectively with the public and employees.
Minimum Qualifications
Sufficient education to understand and follow oral and written instructions; four (4) or more years of experience in the operation of heavy‑duty automotive and related equipment; and a valid commercial Class B motor vehicle operator’s license.
NOTE: Candidates that do not possess a Class A CDL will be required to obtain this within six (6) months of hire.
NOTE: The most highly qualified candidates will be invited by the department to an equipment operation skills test as part of the selection process.
NOTE: This is a safety‑sensitive position and employees in this position are subject to Controlled Dangerous Substance (CDS) and alcohol testing.
Supplemental Qualifications
Possession of a Class A Commercial Driver’s License (CDL).
Experience in underground utility work (water and wastewater systems).
Experience in the operation of a backhoe and dump truck with trailer.
