Overview
Applies regulations and procedures to determine eligibility of applicants and recipients for multiple public assistance benefits; provides basic employment services to clients; performs casework management duties for both benefit and employment services.

Entry level in the Integrated Case Worker series. Employees attend training, work under close supervision, and obtain on‑job experience to attain competency for promotion to Integrated Case Worker II within one year of satisfactory performance.

Supervision Exercised and Received
Incumbents receive supervision from a Supervising Integrated Case Worker or a Human Services Supervisor, and may also receive supervision from an Employment and Training Supervisor or a Social Work Supervisor.

Responsibilities

Conduct group orientations and workshops to inform applicants and recipients of fundamental policies, programs, rule changes, rights, responsibilities, and participation requirements; assist participants in completing applications and employment readiness evaluation forms.

Interview, advise, and guide a diverse client population to assess employability, isolate barriers to employment, evaluate need for public assistance, determine benefit eligibility, identify need for ancillary services/payments, and authorize benefits and ancillary services/payments.

Handle crisis situations by authorizing benefits within guidelines or referring to community resources for immediate assistance.

Conduct initial appraisal of case records to assess client education, work experience, skills, and job interest; advise and guide the client in transition to employment and place the client in an appropriate employment services component.

Perform case studies to assess problems and develop appropriate methods of meeting client needs; may participate in a multidisciplinary team to develop a treatment plan.

Assist clients with transportation, training, and other ancillary needs through authorization of ancillary services/payments or referral to community resources.

Identify clients with social, behavioral, mental health, substance abuse, or other barriers to employment for referral to staff or community resources.

Analyze financial, employment, family, and personal information to determine and authorize eligibility for multiple aid programs.

Develop and conduct classes to assist clients in obtaining and maintaining employment, including interview techniques, resume writing, job searching, and labor market knowledge.

Interpret and explain policies, rules, and regulations to clients; apprise clients of rights, responsibilities, and eligibility.

Resolve problems and discrepancies by securing documentation and verification from agencies.

Ensure client application forms are completed accurately; obtain supporting information as required.

Conduct diversion evaluations to recommend lump‑sum benefits for clients with immediate job prospects.

Determine when a client is not in compliance with employment program requirements, apply sanctions, and conduct reconciliation interviews to restore compliance.

Use a computer to input client information into an automated system.

Organize and manage client caseload within specific time limits established by regulation and local policy.

Maintain case record files, modify employment plans and eligibility files, and monitor client compliance with program standards.

Consult with and coordinate case management with other staff and service providers.

Serve as a one‑stop assistant to guide the public in applying and understanding resources and services.

Conduct field visits to complete application interviews and monitor client progress and compliance with Welfare‑to‑Work Plans.

Techniques for dealing with individuals from various socio‑economic, ethnic, and cultural backgrounds.

Ability to :

Read, apply, and explain regulations, procedures, and policies governing employment services programs.

Understand and apply vocational guidance, work‑readiness appraisal, employment plan, assessment theory and concepts.

Understand and apply methods and procedures for mitigation/reduction of barriers to employment.

Apply appropriate case‑management techniques.

Motivate clients.

Collect and analyze data, information and situations, draw logical conclusions, and make appropriate recommendations and decisions.

Communicate clear and accurate information orally and in writing.

Organize and prioritize work assignments.

Maintain accurate and systematic records.

Prepare statistical and narrative reports.

Understand program objectives in relation to departmental goals and procedures.

Use automated technology to maintain records and files.

Establish and maintain cooperative working relationships with employees, clients, and the public.

Carry out assignments and projects without detailed instructions.

Minimum Qualifications
Pattern 1:

One (1) year of full‑time experience as an Eligibility Specialist II or Social Worker I.

Pattern 2:

Six (6) months of full‑time experience as an Eligibility Specialist II and completion of the equivalent of 15 semester (22.5 quarter) units or 15 continuing education credits in behavioral science, sociology, psychology, counseling, vocational guidance, or related coursework.

Pattern 3:

One (1) year of full‑time experience with responsibility for case management, vocational guidance, employment counseling or placement work, and completion of the equivalent of 15 semester (22.5 quarter) units or 15 continuing education credits in behavioral science, sociology, psychology, counseling, vocational guidance, or related coursework.

Pattern 4:

Eighteen (18) months of full‑time experience with responsibility for case management, vocational guidance, employment counseling or placement work.

Pattern 5:

A bachelor's degree in behavioral science, sociology, psychology, counseling, vocational guidance, or related field that includes coursework related to the provision of employment services.

Qualifying experience must include duties involving assessment of income and/or other qualifications needed to participate in programs.

Additional Information

A valid driver's license may be required at the time of appointment; employees may also be required to drive their own car, provide proof of car insurance, and a DMV clearance. Those who do not meet this requirement due to a disability will be reviewed on a case‑by‑case basis.

As a condition of employment, the County of Del Norte will require proof of ability to work in the U.S.
