Position Overview

As a defense congressional analyst, you will provide a Navy client with legislative and congressional support throughout the annual Defense Authorization and Appropriations process. You will leverage existing Planning, Programming, Budgeting, and Execution (PPBE) systems and databases to coordinate, track, report, and produce analysis and recommendations that support government decisions on requirements, milestones, and progress. You will also support the development and implementation of Navy and Marine Corps strategy and policy, analyze risk‑based strategies for legislative processes and planning, track metrics for strategy implementation, and identify, define, and close requirements through the legislative process.
Responsibilities

Provide legislative and congressional support for the Navy client during the full agency budget cycle.
Coordinate, track, and report using PPBE systems and databases.
Analyze and recommend actions that support requirements, milestones, and progress.
Support development and implementation of Navy and Marine Corps strategy and policy.
Analyze risk‑based strategies and track metrics for strategy implementation.
Identify, define, and close requirements using the legislative process.
Qualifications

6+ years of professional work experience.
Experience with congressional or legislative affairs and the congressional authorization and appropriations process, including the DoD legislative process, program objective memorandum (POM) preparation, Budget Estimate Submissions (BES), President’s Budget (PB) exhibit preparation, and working with senior congressional staff, DoD and Navy officials.
Experience with Navy staff, Joint Staff or Combatant Command (COCOM) staff.
Experience with requirements analysis and identification in Navy and Marine Corps programs.
Experience with direct client interaction, delivering presentations, leading client meetings, and working independently and creatively in problem‑solving environments.
Proficiency with Microsoft Office Suite (Outlook, Excel, Word, PowerPoint).
Knowledge of data analysis and visualization tools.
Ability to track acquisition and procurement goals through the legislative cycle and execute tasks with minimal direction.
Secret clearance.
Bachelor’s degree.
Preferred Qualifications

Experience working on Capitol Hill as a congressional staffer, DoD staffer, or Navy Office of Legislative Affairs.
Experience with the Program Budget Information System (PBIS).
Experience with Navy ERP.
Experience reviewing and drafting ‘Reclamas’ to Congressional Defense Committees as part of the annual authorization and appropriations process.
Clearance

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

Secret clearance is required.
