
National Security Program Manager (2 year Term)

Essential Duties and Responsibilities
Business Development
Serve as a primary interface for national security sponsors, aligning sponsor needs with BNL's scientific and technical capabilities
Identify, capture, and secure new business opportunities, including leading proposal development and strategic outreach
Strengthen and expand sponsor relationships to grow BNL's national security portfolio
Represent BNL in high-level sponsor and stakeholder engagements, fostering collaborations with government agencies, national laboratories, and academic institutions
Contribute to the development of BNL's national security strategy and long-term roadmap
Program Management
Lead and prioritize execution of a complex national security portfolio, balancing technical objectives, security requirements, and resources
Partner with BNL science and operations organizations to ensure compliance with security, classification, export control, and specialized contracting requirements
Monitor program performance, risks, and deliverables to ensure successful execution and sponsor satisfaction
Research Security
In coordination with the Research Security Program Office and Lab Subject Matter Experts, develop security plans for DOE and other sponsor R&D projects, and monitor and oversee research security operations to support R&D projects.
Classification Program
Assist the Classification Officer and identify scientific and technical information that requires protection or control in accordance with classification policies and guidelines for national security programs
Qualify as a derivative classifier in a technically relevant field
Conduct classification reviews of technical documents and publications
Apply and interpret DOE classification requirements, including Restricted Data (RD), Formerly Restricted Data (FRD), Trans classified Foreign Nuclear Information (TFNI), and National Security Information (NSI)
Field Intelligence Element Operations
Ensure protection of classified intelligence information in accordance with Executive Orders, Intelligence Community Directives (ICDs), and DOE policies
Support compliance with, and oversight of, DOE policies and procedures for intelligence and intelligence-related activities
Required Knowledge, Skills, and Abilities
Bachelor's degree in a relevant discipline
Six (6) years experience managing programs in the U.S. government, at a National Laboratory, or in industry, including 2+ years in a leadership role
Direct experience managing DOE, NNSA, DoD, DHS, DOS, or Intelligence Community programs and/or projects
Demonstrated success in business development, sponsor engagement, and proposal management
Experience leading diverse teams and coordinating across organizations
Excellent oral, written, and presentation skills, with the ability to engage senior stakeholders
Active DOE Q or TS/SCI clearance
Preferred Knowledge, Skills, and Abilities
Master's or PhD in physical science, engineering, or a related discipline
Demonstrated experience managing emerging technology developments relating to national security programs
Proven record of growing program portfolios and establishing new initiatives

The work arrangement for this position is on-site or hybrid
This position requires travel up to 25% of the time
This position is a two-year term.
