Overview
Description: Financial Management Staff - Level 4
Responsibilities
Establish, maintain, and manage Performance Measurement Baselines (PMBs) for assigned programs
Perform analysis and reconciliation of actual costs against budgets and forecasts
Develop and maintain Estimate at Complete (EAC) projections in support of program financial planning
Conduct Earned Value Management (EVM) analysis, including selection and application of appropriate Earned Value techniques
Perform variance analysis (cost, schedule, and performance) and clearly communicate drivers to leadership
Utilize enterprise financial and scheduling toolsets such as Deltek, Cobra, and wInsight to execute reporting and analysis activities
Conduct detailed program cost analyses, including cost allocation and cost control tracking
Support preparation of financial reports, contractual deliverables, and program performance documentation
Assist in the development, documentation, and tracking of corrective action plans to address cost and performance variances
Prepare financial analysis and summaries for presentation to various levels of program and functional leadership
Ensure accuracy, consistency, and compliance with internal financial controls, policies, and contractual requirements

Basic Qualifications
Management System (EVMS) concepts and application experience
Experience with Microsoft Office Suite Products with emphasis on Excel
Financial analysis experience
Ability to obtain a DoD Secret clearance
Desired Skills
Degree in Finance, Accounting or Business
Familiarity with Systems, Applications, Products Software (SAP)
Familiarity with Hyperion/Accounting Data Analysis and Reporting (ADAR)
Experience in developing program budgets and Estimates at Completion
Data analysis through use of self-developed queries
Familiarity with cost systems similar to Deltek Cobra
Interpersonal skills to interface with Senior Leadership, Control Account Managers, Program Management leads, and other Program Finance personnel across multiple sites
Experience presenting raw data in written/oral form for management reports
Experience with formal CPR/IPMR Reporting
Ability to lead and mentor less senior analysts
Experience in cross-functional teamwork across disciplines
Minimum 4 years experience with Earned Value
DoD Secret clearance
Security Clearance
This position requires a government security clearance; you must be a US Citizen for consideration.
Clearance Level: Secret with Investigation or CV date within 5 years
