What Your Job Will Be Like
Sandia National Laboratories is seeking a highly motivated and detail‑oriented Emergency Planner in the Continuity program to develop, implement, and maintain comprehensive continuity planning and recovery plans. The Emergency Planner will play a critical role in ensuring the safety and security of Sandia’s workforce, facilities, and operations by coordinating emergency management activities, conducting risk assessments, and facilitating training and exercises.
Responsibilities
Maintain continuity program elements, procedures, and documentation to meet applicable federal/DOE requirements and align with recognized business continuity practices.
Facilitate identification and validation of essential functions/critical activities, required performance levels, and acceptable downtime (e.g., RTO/RPO where applicable).
Lead or support BIAs to quantify operational, mission, safety, security, and financial impacts; prioritize functions and resources accordingly.
Identify internal/external dependencies (facilities, utilities, IT/OT, communications, transportation, key suppliers, partners) and document single points of failure.
Incorporate relevant hazard/threat information (natural, human‑caused, cyber, supply chain, infrastructure) into continuity strategies and planning assumptions.
Define and maintain continuity and recovery strategies (alternate work locations, distributed operations, cross‑training, manual workarounds, redundant systems, succession).
Draft, update, and control continuity plans, annexes, checklists, call trees, and quick‑reference guides; manage version control and review cycles.
Support succession planning, delegations of authority, and decision/communications protocols during disruption scenarios.
Develop approaches for temporary transfer of essential functions and for orderly restoration to normal operations after disruption.
Partner with cyber/IT to align disaster recovery, backup/restore, and communications resiliency with mission continuity needs and recovery priorities.
Coordinate with facilities, protective force/security, and ES&H to ensure continuity requirements are reflected in space, access, life‑safety, and infrastructure planning.
Develop and deliver continuity training for plan owners, alternates, and leadership; build role‑based job aids and onboarding materials.
Plan and execute tabletop and operational exercises; test notifications, alternate operations, remote access, and manual procedures; document results.
Track findings, after‑action items, and corrective actions; drive closure with owners and report status to leadership.
Establish readiness metrics (plan currency, exercise completion, capability maturity) and provide dashboards/briefings for management reviews.
Serve as continuity liaison across mission areas and enabling organizations; facilitate working groups and coordinate with emergency management/crisis management teams.
Help maintain notification rosters, message templates, and communication pathways for employees, leadership, and key partners during disruptions.
Identify and protect vital records/data needed to perform essential functions; ensure appropriate access and retention during outages.
Assess continuity posture of critical suppliers/service providers and incorporate contract/SLAs and contingency options where needed.
Benchmark against standards (e.g., ISO 22301/22313 concepts), incorporate lessons learned, and recommend investments to improve resilience and recovery.

Due to the nature of the work, the selected applicant must be able to work onsite and on call.
Salary Range
$102,400 – $199,700
Salary range is estimated; actual salary will be determined after consideration of the selected candidate’s experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require
Bachelor’s degree in business, Information Technology, Risk Management, or a related field, plus five (5) or more years of directly related experience, or equivalent professional experience.
Experience with the following:
Developing, implementing, and maintaining Business Continuity (BC) and Disaster Recovery (DR) programs.
Risk assessment, business impact analysis (BIA), and continuity planning methodologies.
Project management experience leading cross‑functional initiatives.
Coordinate and facilitate continuity exercises, tabletop simulations, and after‑action reviews.
Ability to obtain and maintain a DOE Q‑level security clearance.
Qualifications We Desire
Master’s degree in business, Information Technology, Risk Management, or a related field, plus one (1) or more years of directly related experience or equivalent professional experience.
Experience with the following:
Continuity planning software or governance, risk, compliance (GRC) platforms.
Industry standards such as ISO 22301, NIST, FFIEC, or similar frameworks.
Project management tools (e.g., MS Project, Jira).
CBCP, MBCP, or other DRII/BCI certifications strongly preferred.
PMP, CAPM, Scrum Master, or equivalent project management certifications preferred.
Excellent written and verbal communication skills, including the ability to translate technical concepts for non‑technical audiences.
Strong facilitation skills for workshops, training sessions, and executive briefings.
Strong problem‑solving skills with the ability to work under pressure during incidents.
Ability to build relationships across business units and influence without authority.
Comfortable working with senior leadership during crisis events.
Ability to interpret data, metrics, and risk indicators to inform continuity strategies.
Skill in analyzing operational dependencies and identifying resilience gaps across business units.
Ability to manage timelines, deliverables, and stakeholder expectations in complex environments.
Strong documentation, reporting, and organizational skills.
Additional training in emergency management, cybersecurity, or risk management is a plus.
