The Opportunity
Support infrastructure planning, requirements development, and cost estimating in support of Air Force basing and beddown actions. Ensure project compliance with relevant Department of the Air Force Instruction (DAFI) policies and Unified Facilities Criteria (UFCs). Apply advanced analysis skills or extensive technical expertise and full industry knowledge. Develop innovative solutions to complex problems. Work without considerable direction. Mentor and may supervise team members. Analyze, formulate, and recommend facility standards and design and space criteria and usage through space utilization studies and forecasts for clients across the Department of the Air Force. Lead analyses and solution development for facility planning and project development for complex basing and posture requirements. Perform complex activities related to the control and management of cost, schedule, risk, and resource optimization. Prepare or review facilities estimates and site proposals for client review as to cost and feasibility. Advise customers in developing plans and programs responsive to present and anticipated portfolio, facility or individual space requirements. Recommend planning, design, and construction standards or milestones.
Qualifications
10+ years of experience with civil engineering project development or management, including planning and programming assistance to programs geared towards strategic facilities planning, infrastructure sustainment, and infrastructure construction
Experience with infrastructure planning and design based on mission requirements, budget constraints, and technical specifications
Experience with project cost estimating based on Department of War or industry software and best practices
Ability to assist teams in the identification of building and space requirements as it relates to critical mission needs and platform requirements
Ability to work directly with customers applying principles of the civil engineering enterprise, including policy and guidance
Ability to leverage critical thinking and problem‑solving to troubleshoot engineering challenges and needed process improvements
Ability to use Microsoft SharePoint and Teams in a collaborative environment
Ability to obtain a Secret clearance
Bachelor's degree
Preferred Qualifications
Experience working within an Air Force Civil Engineering squadron, headquarters organization, or Army or Navy equivalent organization
Experience working with FSRM, MILCON, or the NEPA process
Experience with DAFI 32‑1084
Knowledge of Air Force data platforms and sustainment management systems such as PACES, BUILDER, and NexGen, including Projects and Real Property
Knowledge of the Whole Building Design Guide and category codes (CATCODE)
Knowledge of government policies and procedures
Ability to model data, develop simulations, or model engineering systems
Secret clearance
Master's degree in Civil Engineering or a similar field
PMP, Six Sigma, EIT, or other certification

Compensation
Salary is determined by location, education, skills, and contract requirements. The projected compensation range for this position is $77,500.00 to $176,000.00 (annualized USD). This posting will close within 90 days from the posting date.
