1.Natureof Work: This position is responsible for the management of the daily operations of the assigned functions in the Departmentof Public Works including Tree and Grounds, Town Building and Fuel Depot. Employee is required to perform all similar or related duties.
2.SupervisionReceived: Under the direct supervision of the DPWDirector, the employee plans and carries out the regular work in accordance with standard practices and previous training, with substantial responsibility for determining the sequence and timing of action and substantial independence in planning and organizing the work activities, including determining the workmethods. The employee is expected to solve through experienced judgment most problems of detail or unusual situations by adapting methods or interpreting instructions to resolve the particular problem. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities. Technical and policy problems or changes in procedures are discussed with supervisor, but ordinarily the employee plans the work, lays it out and carries it through to completion independently. Work is generally reviewed only for technical adequacy, appropriateness of actions or decisions, and conformance with policy or other requirements; the methods arriving at the end result is not usually reviewed in detail.
3.SupervisoryResponsibility: Employee has direct supervision of all subordinate full time and part time positions as well as seasonal employees. Employee, as a regular and continuing part of the job, is accountable for the quality and quantity of work done by subordinates and assures the accomplishment of the assigned work in the prescribed manner. Supervisory functions typically consist of most of the following: plans, schedules and coordinates work operations to meet schedules, deadlines and priorities; revises work schedules to meet changes in workload or availability of manpower; recommends and justifies to higher levels of management changes in the organization of work, work methods or assignment of functions to positions that may affect staffing patterns, costs, work standards, etc; assures that completed work meets the required standard of quality, timeliness and cost, taking corrective actions as necessary; oversees attendance and leave, typically including approval or ordinary sick and vacation schedules; advises employees or performance requirements and prepares formal evaluations of performance; informs subordinates or organizational policies, goals and procedures; resolves employee complaints and effects disciplinary actions, such as oral warnings and reprimands.

6.Judgment: The work requires examining, analyzing and evaluating facts and circumstances surrounding individual problems, situations, or transactions, and determining actions to be taken within the limits of standard or accepted practices. Guidelines may be in the form of administrative or organizational policies, general principles, legislation or directives that pertain to the operational area. Judgment is used in analyzing specifics to determine appropriate actions. Employee is expected to weigh efficiency and relative priorities in conjunction with decision making. Requires understanding, interpreting and applying complex federal, state and local regulations.
7.Complexity: The work consists of employing many different concepts, theories, principles, techniques and practices relating to an administrative field. Assignments typically concern such matters as studying trends in the field for application to the work; assessing services and recommending improvements; planning long range projects; devising new techniques for application to the work, recommending policies, standards or criteria.
8.Natureand Purpose of Public Contact: Employee interacts constantly with co-workers, the public, groups and/or individuals such as civic leaders, peers from the other organizations, representatives of professional organizations, and news media. The employee deals with the public and other individuals on behalf of the department to communicate departmental practices, procedures, regulations or guidelines. Excellent communication and customer service skills are required involving courtesy, tact, and diplomacy in resolving complaints or concerns of the public.

1. Plans, assigns, schedules and directs department personnel and equipment in projects as assigned by the Director. Routine responsibilities include key functions such as tree, turf, irrigation and all playfields maintenance. Implements and completes a Town Buildings maintenance program, maintains adequate stock, surveys conditions of and maintenance of facilities and properties, maintains and provides emergency response to physical conditions threatening life or property.
2. Assists in the development of bid specifications for equipment and supplies, evaluates bids received and recommends purchase of these items.
3. Assists in the preparation of the operating and capital budget for the department; continually monitors the budget during the course of the year and recommends adjustments as necessary in the spending plan to conform to the appropriated levels and department needs and objectives.
4. Regularly surveys the condition of the Town’s infrastructure and offers appropriate recommendations on programs to maintain and improve the infrastructure; responds immediately to minor problems identified as a result of such ongoing survey.
5. Complete necessary reports, including filings for federal and state grant reimbursement and approves routine billings by vendors.
6. Responds to citizens’ requests for services or in relation to specific problems. Attends public meetings and meetings with citizens’ boards and commissions to provide advice, assistance and information on department matters.
7. Serves as the Town Tree Warden, assist the Town Fields committee, meets regularly with the Recreation Director and School Business Agent to facilitate fields development and use. Works closely with building(s) managers and tenants to identify needs for building(s) suitability and function.
8. Makes recommendations for heavy equipment replacements.
9. Supervises architects and consultants for various projects.
10. Prepares and maintains a variety of records and reports, including a physical inventory.
11. Serves as Tree Warden and attends all tree hearings.
10.RecommendedMinimum Qualifications:
Educationand Experience: Graduate of a two year college with an Associate’s degree with three to five (3-5) years related work experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform and essential functions of the job.
SpecialRequirements: Valid Class B Drivers License, Arborist Certifications, Pesticide License

Knowledge: Thorough knowledge of the materials, methods and techniques relative to department operations including landscaping, earth moving, basic engineering, building upkeep, equipment specifications and purchasing, irrigation, turf management, and arbor culture.
Abilities: Ability to plan, assign and supervise the work of groups of employees engaged in department operations; ability to interpret engineering plans and specifications in field applications; basic computer skills and mathematical skills; ability to work effectively under time constraints to meet deadlines; ability to prepare and manage budgets and departmental finance; ability to remain calm, concentrate and perform all responsibilities in a competent manner at all times; ability to communicate effectively with general public, officials and department employee both orally and in writing.

12.WorkEnvironment: Working conditions involve exposure to intermittent machine or related noise or a combination of unpleasant elements such as odors, chemical fumes, smoke, heat, cold, oil, dirt or grease. Includes work under typical shop conditions or outdoor work that is suspended when weather conditions are poor. Work may involve general cleaning, occasional work at heights or in confined or cramped quarters, or work around machinery and its moving parts. Work may also involve occasional mental stress, such as completing several unrelated tasks within a relatively short period of time. Employee may be required to work beyond normal business hours to attend evening meetings or to respond to emergencies.
13.OccupationalRisk: Duties may involve frequent, recurring exposure to hazardous conditions such as working at heights in excess of thirty feet or with dangerous equipment or high voltage sources. Job frequently entails the possibility for serious injury or exposure to conditions that could result in total permanent disability or loss of life.
