Senior Engineer Distribution (Water)
OUC, a leading municipal utility in Florida, is seeking a Senior Engineer to join its Water Engineering division. The role will support the Water Engineering Manager in achieving core engineering goals, including system planning, long‑range infrastructure analysis, consultant and contractor coordination, and oversight of major water distribution and transmission projects.
Job Purpose
Assist the Water Engineering Manager with engineering business goals and functions such as consultant and contractor procurement, agreements, and budgets.
Primary Responsibilities
Perform project and construction management for water distribution and transmission system projects
Conceptualize, design, estimate, procure, and manage water transmission and distribution system improvements; negotiate cost and schedule impacts; resolve unforeseen construction conflicts; maintain project budgets.
Administer and execute regulatory permits (City of Orlando, Orange County, Belle Isle, Railroad authorities, Florida DEP, etc.).
Provide customer support by reviewing plans, estimating costs, permitting, and managing customer‑initiated water distribution system improvements.
Create billing and tracking documentation in internal software platforms.
Create commission‑approval agenda items and related documentation.
Perform construction site visits to inspect conditions and coordinate with project‑related personnel.
Represent OUC to key engineers, personnel, and high‑level officials of other organizations and companies.
Attend seminars and conferences to develop knowledge.
Coach and mentor intermediate and entry‑level engineers.
Perform other duties as assigned.
Perform water system analyses
Run hydraulic model simulations and water quality analyses for long‑range planning.
Maintain model through routine updates and license management.
Reference, interpret, and reevaluate the Water Master Plan for system improvements.
Manage modeling updates to improve calibration and expand applications.
Provide inter‑ and intra‑departmental support
Assist Water Production and regulatory compliance groups with water quality, master planning, CUP compliance, and hydraulic modeling.
Communicate with Water Engineering staff for technical assistance and information.
Prepare budget projections and assist in capital improvement budget development.
Recommend improvements and schedules for project delivery.
Assist in consultant selection processes, budgeting, scopes, and specifications.
Recommend changes to policy manuals and prepare documentation.
Provide support to Water Construction for inspections on customer‑initiated projects.
Review and negotiate engineering service agreements.
Act as liaison between the Commission and customers, developers, contractors, and governmental agencies.
Prepare OUC for joint participation agreements with local agencies for concurrent construction projects.
Perform other duties as assigned.
Technical Requirements
Advanced knowledge of engineering principles in design, implementation, or compliance of economical, safe, reliable, efficient utility systems.
Working knowledge of construction activities, equipment, operational practices; GIS maps, Google maps; engineering plans, specifications, permit drawings, and surveys; consultant and contract proposal requests; competitive negotiation act; project management (budgeting, scheduling, cost estimating); billing and technical reports.
Familiarity with invoices, purchasing procurement documents; equipment (calculator, shovel, etc.); municipal waste and reclaimed water systems; hydraulic modeling (infowater); software applications (AutoCAD, internal procurement programs); related policies and legal guidelines.
Ability to make independent engineering decisions, represent the Commission, perform engineering calculations involving fluid dynamics.
Proficiency with Microsoft Office Suite and standard office equipment.
Education & Experience Requirements
Bachelor’s degree in Civil Engineering, Environmental Engineering, or related ABET‑accredited field.
Minimum eight (8) years of experience in water or related engineering.
Construction management and/or fluid mechanics experience.
Valid driver’s license.
Certificates/Licenses to be completed within first year of hire:
Maintenance of Traffic (MOT) Intermediate level.
State of Florida Professional Engineering License or reciprocal license from another state in a related field (preferred).
Working Conditions
This job may involve exposure to moving mechanical parts, confined spaces, fumes or airborne particles, toxic or caustic chemicals, outdoor weather conditions, and insects. It requires little supervision.
Physical Requirements
Requires standing, walking, sitting, bending/stooping, repetitive motions, reaching overhead, climbing stairs, hills, ladders; may lift up to 20 pounds; requires speaking, hearing, typing, writing, detailed inspection, and driving a company vehicle.
