Major Duties

Providing comprehensive legal analysis, research, and counsel to management and Human Resources on the full spectrum of federal employment‑related issues, including personnel, labor, and equal opportunity law.

Advising on a wide range of administrative law matters, including Employment Law, Employee Discipline, Labor Relations, Equal Employment Opportunity (EEO), Alternative Dispute Resolution (ADR), the Freedom of Information Act (FOIA), the Privacy Act, fiscal law, ethics, installation law, law enforcement questions, and all aspects of administrative investigations.

Providing litigation support representing the agency before various administrative tribunals, including the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), and the Federal Labor Relations Authority (FLRA).

Independently preparing required pleadings and other legal documents, initiating and responding to discovery procedures, interviewing witnesses, filing appropriate motions, preparing and filing briefs, and conducting or recommending settlement negotiations where appropriate.

Qualification Summary
Eligible applicants must possess the first professional law degree (LLB or J.D.) and be licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Proof of good standing, such as a certificate dated within six months of the closing date, or a screenshot of bar status, is required. The successful applicant must also provide a certificate of good standing showing active status prior to appointment.

To qualify at the GS‑13 level, applicants must have in excess of two years of professional legal experience commensurate with the duties of this position. Experience will be evaluated for competency and relevance to the duties described above. Promotion is based on time, performance, and mastery of skills at the required grade level, subject to approval by the designated official (DLA General Counsel) in accordance with applicable regulations.

Principal Selection Factors

Experience litigating cases before administrative tribunals such as the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), and Federal Labor Relations Authority (FLRA), including persuasive arguments, pleadings, trial briefs, motion practice, settlement negotiations, witness preparation, and discovery.

Strong analytical ability, including issue identification, legal research, options analysis, risk analysis, and creative problem‑solving.

Excellent written and verbal communication skills.

Excellent interpersonal and client relationship skills, with the ability to interact effectively with clients, colleagues, and senior government officials on controversial and sensitive issues, and to advise management against inappropriate courses of action.

Excellent legal and business judgment.

Security Clearance
This position is designated Non‑Critical Sensitive. Selected candidates must obtain and maintain a Secret security clearance. If unable to obtain this level of clearance, the employment offer may be withdrawn. Incumbent is subject to periodic re‑investigation to maintain security eligibility in accordance with DoD%205200.2‑R.

Compensation
$111,183 – $144,540 per year
