Department Information
The Office of the State Controller (SCO) is California’s chief fiscal officer, ensuring accountability and transparency of state financial practices. The Division of Audits (AUD) conducts financial and compliance audits of state and local government agencies to safeguard taxpayer dollars and promote efficient government programs.

Job Description and Duties
The Staff Management Auditor (Specialist) performs advanced-level audits, leading audit teams and conducting complex engagements involving electronic claims data, fraud detection, and system implementations.

Act in Lead Role

Plan, coordinate, and assign audit tasks to each team member.

Train and assist auditors in developing audit findings and recommendations.

Review audit working papers for clarity and accuracy.

Provide guidance on implementing new electronic claims processes and system conversions in accordance with SCO guidelines.

Guide and train auditors in format and acceptance testing.

Provide technical guidance in developing electronic audits and edits using audit software on mainframe and PC environments.

Assist auditors in analyzing issues identified during claims auditing and trend analysis.

Assist auditors in preparing audit reports, review reports, and acceptance letters.

Conduct Audits, Implementations, and Post-Payment Reviews

Perform audits independently and proficiently to fulfill contractual, statutory, and constitutional responsibilities using Microsoft Office, TeamMate, and SCO Mainframe.

Ensure audit work is properly supported, meets SCO’s Engagement Manual requirements, and adheres to professional auditing standards.

Assist in the review of program requirements and payment information maintained by agency systems to identify necessary audit information for electronic claims files.

Communication

Recommend changes or updates to audit programs or procedures to the auditor-in-charge or Senior Management Auditor.

Inform the Senior Management Auditor of audit progress, problems, new audit areas, and factors affecting audit operation and timeliness.

Provide technical advice on audit report preparation and audit finding presentation to ensure compliance with SCO’s Engagement Manual and professional standards.

Provide the Senior Management Auditor with information for evaluating staff performance.

Plan and complete assigned audits within budgeted hours.

Determine hours required and estimated completion dates for each engagement step, in accordance with SCO engagement standards.

Technical Analysis and Audit‑Related Tasks

Conduct research on complex audit issues using state and federal laws, administrative procedures, codes, and legislation.

Coordinate with the Senior Management Auditor to initiate changes to audit programs and work paper structures as a result of legislation, regulations, and legal opinions.
