Job Summary
Under general direction of the Business Operations Manager and CAO, independently provides highly technical financial services to the BFTV Cluster and its three departments of Biological & Agricultural Engineering, Food Science & Technology, and Viticulture & Enology within the college of Agricultural & Environmental Sciences, providing intramural and extramural account planning and budgetary analysis and management as a financial analyst, account manager, and compliance officer. Serves as one of the compliance officers for some of BFTV's most complex contracts and grants activities and serves as a primary resource advisor to faculty for pre and post award processes, research personnel, and financial planning. Works in a highly independent capacity dealing with complex proposals and award management to ensure comprehensive and accurate budget development. Responsible for a diverse scope of pre and post award processes, budget development, analysis, forecasting, and control of complex budgets. Provides highly complex financial analysis and effort reporting and participates in the financial planning for a wide variety of federal, state, and private grants, endowments, self‑supporting funds, startup funds, gifts, and other funding sources. Works with Principal investigators to understand cross‑disciplinary proposals, analyze programmatic needs, and make recommendations for financial decisions and actions.

Minimum Qualifications

No minimum education required.

Experience in financial analysis, forecasting, budgeting, and strategic planning to analyze and compile complex financial data and reports as well as experience controlling complex budgets, accounting, and personnel functions including detailed preparation, contract and grant proposals, purchasing, payroll, ledger reconciliation, and fiscal close.

Experience in federal, state, and private compliance regulations governing grant budgeting, financial reporting, cost‑sharing standards, cost allocation, and policies regarding use of grant funds, and experience in grant budget preparation based on narrative methodological research plans and designs, analysis, forecasting, and cost allocation to control complex budgets.

Experience with coordination and completion of complex projects requiring interactions with many internal parties in a large organizational structure, including decision making to solve problems and evaluate business needs and critical thinking and problem‑solving skills to analyze complex data and develop meaningful solutions to specific problems.

Experience writing and proofreading clear, grammatically accurate documents and email with interpersonal communication skills (written and oral) to effectively communicate and interact with a diverse population, including those within Dean's Offices, campus departments, and with Principal Investigators, CAO, staff, and students to ensure compliance with UCD policy and procedures and to provide information and to resolve problems.

Organizational skills to work with changing priorities and demanding workload to manage and monitor multiple accounts simultaneously and to meet multiple and variable priorities and deadlines.

Preferred Qualifications

Bachelor's degree in Finance or Business (related area) or Certification Research Administrator (CRA) Certification through the Research Administration Certification Council (RACC) or equivalent experience.

Experience with UC Davis campus financial applications such as UCPath and Aggie Enterprise.

Knowledge and understanding of UC-wide and UC Davis policies and procedures surrounding purchasing, payroll, graduate student hiring and salaries/steps, and accounting.

Understanding of cost allocation methods.

Department Overview
BFTV is a large administrative cluster providing administrative and technical support for teaching, research, and outreach to the faculty, staff, and students of Biological and Agricultural Engineering, Food Science and Technology, and Viticulture & Enology within the two colleges of Agricultural & Environmental Sciences and Engineering. These departments and the Cluster have a combined estimated annual operating budget of $75MM, comprised of state, federal, and commodity funds, endowments, gifts, and sales income. The Cluster supports 65 faculty, 200 other academic titles, 90 staff, and approximately 650 combined undergraduate and graduate students annually. The Cluster also supports facilities throughout the state of California, including labs in San Ramon, Oakville, Kearney, and many buildings and agricultural lands on the Davis Campus.

Work Environment
UC Davis is a smoke and tobacco free campus effective January 1, 2014.
