Enforcement Audit Specialist

The Special Enforcement Team (SET) is a multidisciplinary unit composed of legal, technical, and support staff whose primary responsibility is to maintain the integrity of design professionals who file construction documents with the Department of Buildings. SET identifies and investigates design professionals, licensees and those registered with the Department for certain tasks and responsibilities. SET initiates administrative enforcement action(s) against those who fail to achieve compliance with the Zoning Resolution, Building Code, Multiple Dwelling Law, or any other Code or Rule; or who file false statements or documents with the Department.

Responsibilities

Completing complex investigations and audits of selected Professional Certification and Directive 14 job applications to determine compliance with the NYC Administrative Code, Building Code, Zoning Resolution, New York State Multiple Dwelling Law, Departmental Rules and Procedures, or any other Code or Rule.

Completing complex investigations and audits of job applications to identify false statements and/or false documents submitted to the Department.

Preparing written reports detailing code deficiencies found in audits.

Conducting follow‑up meetings with applicants, owners, and representatives to review audit results with the goal of amending applications to achieve compliance.

Assisting legal staff in the preparation of enforcement cases against non‑complaint design professionals.

Issuing violations and giving testimony in Departmental enforcement actions at the Office of Administrative Trials and Hearings (OATH) in both the Trials and Hearings Divisions.

Assisting and/or conducting special projects, including research, investigations, studies, and audits on subjects related to the NYC Administrative Code, Building Code, Zoning Resolution, New York State Multiple Dwelling Law, Departmental Rules and Procedures, or any other Code or Rule.

Performing field inspections, as warranted.

Civil Service Status
Only those permanent in the Architect civil service title, applicants who are reachable on the Architect open competitive list, and applicants as indicated below will be considered. Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

Remote Work
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Minimum Qualifications

A valid New York State Registration as an Architect. Current New York State Registration as an Architect must be maintained for the duration of your employment.

In addition to the above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.

Preferred Skills

Thorough knowledge of the NYC Building Code and Zoning Resolution and NYS Multiple Dwelling Law.

Two (2) years’ experience with complex analysis of the NYC Building Code and Zoning Resolution and the NYS Multiple Dwelling Law.

Proficient in the Buildings’ Information System (BIS) and DOB NOW.

Excellent communication and organizational skills.

Investigative experience a plus.

Salary
$93,614.00 – $107,656.00
