Job Summary
The Capital Project Manager Level I works under the direction of the Project Executive and is responsible for project management for capital projects utilizing both in-house resources and external consultants.

Essential Functions

Coordinate and manage multiple technically complex capital project activities with both in-house and outside consultants, including preparation and administration of consultant contracts.

Responsible for the supervision of resident engineers assigned to oversee construction activity on multiple projects.

Manage and coordinate feasibility studies, including preparing program information, coordinating work of interdepartmental groups, and working with all levels of the University.

Review planning and contract documents prepared by outside consultants to ensure compatibility with University standards and requirements.

Prepare financial analyses and preliminary total project cost estimates. Establish, track, and manage budget during course of project.

Perform contract administration and manage resident engineers for construction of a variety of capital projects, including new construction, alteration, utility installations, and roadways.

Serve as the University’s representative to the State Division of Capital Asset Management and other state, federal, local agencies, and community organizations on assigned projects.

Perform problem‑solving requiring analysis and complex decision‑making, where errors in technique or judgment are difficult to detect and could result in significant cost overruns and/or jeopardy of life safety.

Maintain current knowledge of all applicable regulations and codes regarding state design and construction projects.

Access most areas of construction sites, including climbing ladders to assess conditions and perform inspections of existing facilities.

Work independently and allocate resources consistent with Division goals.

Prepare written and graphic presentations.

Maintain proficiency in word processing, spreadsheets, and various computer database systems used in professional management organizations.

Promote and assure continuous improvement; establish and maintain productive relationships that reflect a strong commitment to customer service with a full range of personnel.

Minimum Qualifications

Bachelor’s degree or first professional degree in architecture or engineering.

Five (5) to seven (7) years’ experience managing complex design and construction projects.

Working knowledge of architecture, engineering and design principles, building systems, code regulations and construction practices, and the ability to apply this knowledge to complex problems.

Ability to effectively manage and coordinate the work of consultants, contractors, and others connected with this work.

Demonstrated excellent oral and written communication skills.

Demonstrated experience in word processing, spreadsheets, and data management systems.

Demonstrated ability to access any portion of a construction/facility site.

Preferred Qualifications

Registration as an architect or professional engineer (civil or structural) in the Commonwealth of Massachusetts.

Working Conditions
Work is performed in indoor and/or outdoor environments, and requires frequent lifting, bending, tool use or equipment use. May involve work in confined spaces or at heights.

Work Schedule and Work Arrangement
Monday–Friday, 8am–4pm. This position has the opportunity for a hybrid work schedule, which is defined by the University as an arrangement where an employee’s work is regularly performed at a location other than the campus workspace for a portion of the week. As this position falls within the Professional Staff Union, it is subject to the terms and conditions of the Professional Staff Union collective bargaining agreement.

Pay Grade: PSSAP Grade 31
