Position Summary
Summary of Key Responsibilities:

Payroll/Tax Administration, NRA Administration and Consultation

Exhibits a working knowledge and understanding of IRS and USCIS compliance regulations.

Reviews constantly changing rules and regulations for best practices regarding payments to foreign nationals.

Conducts independent research to determine and apply changes in Federal and North Carolina tax codes affecting Payroll and Accounts Payable.

Familiar with key IRS publications and forms (e.g., Publication 15, Publication 519, Publication 597, Form 8233, Form 8843, Form 1042, Form 1042-S, SUBSTANCE PRESENCE TESTS using WINDSTAR Tax Navigator).

Provides guidance to Payroll and Accounts Payable staff on NRA tax reporting and withholding requirements.

Communicates with the Cashiers’ Office regarding non‑qualified scholarship portions for NRA students, performs Substantial Presence tests, and completes and submits required forms (8233, 1042‑S).

Consults with university organizations employing NRAs, such as the International Programs Center and Graduate School, to convey tax information.

Collaborates with IT Systems to develop daily reports identifying the foreign national population for Payroll.

Establishes appointments with NRA employees to assess legal authorization and manage documentation.

Conforms to internal and external reporting requirements, including communication with auditors and external entities.

Payroll/Tax Operations and Administration

Coordinates and guides the Payroll/Tax Technician in monthly administration and operations processing of payroll and taxes.

Performs or guides tasks for Payroll Accounting Technicians to complete five monthly payrolls using the operations checklist.

Creates payroll calendars a year in advance using information from HR, state agencies, and university offices.

Analyzes data from multiple sources to schedule payroll processing, tax payments, and direct deposit file submissions.

Reviews labor redistribution requests and ensures compliance with university policy and procedures.

Tracks the university bank balance to determine optimal resolution methods.

Assists in processing corrected W2 forms (W2c) and communicates with the IRS and employees.

Creates and maintains standard payroll/Tax operations procedures and updates payroll processing checklists.

Documents end‑of‑year administration and cross‑trains team members on procedures.

Payroll/Tax Compliance Reconciliations

Works with the Tax Manager to analyze and review tax setups for foreign nationals each month.

Updates the Foreign National Tax Treaty spreadsheet and reconciles it with payroll processes.

Generates the controller’s monthly accounting compliance worksheet detailing employees, foreign nationals, and tax form counts.

Prepares a payroll summary for key payroll processes and reconciles 941 control and W2 control documents.

Completes the Annual Survey of Public Employment & Payroll each April, using university reports to calculate required figures.

Testing and Projects

Assists the Assistant Payroll Manager with annual W‑2 administration, testing, and projects such as Banner upgrades, regulatory patches, and fiscal year‑end closures.

Reviews and understands complex table setups (e.g., tax tables) to ensure accurate gross‑to‑net calculations in Banner HR/Payroll.

Writes and maintains standard operating procedures for testing and projects to ensure coverage before moving to production.

Minimum Qualifications

Mid‑career with a Master’s and 1–2 years’ experience; or a Bachelor’s and 2–4 years’ experience.

Preferred Qualifications

5–7 years’ experience preferred.

Degree in Accounting or Business Management preferred.
