Job Purpose
The purpose of this position is to conduct analyses and provide technical support for the Minnesota Department of Commerce on rate design, rate of return, cost recovery methods/policies, energy conservation, resource planning, distribution planning and modeling, transportation electrification planning, service policies, forecasting, renewable energy, carbon modelling, carbon capture, or carbon markets; or environmental attributes, regional/federal activities, and other issues in gas and electric utility matters under the direction of a lead worker, project manager, or management.

Responsibilities
• Conduct analyses and provide technical support related to utility rate design and energy policy.
• Plan and model higher‑frequency energy and distribution planning activities.
• Forecast renewable energy trends and carbon markets impacts.
• Prepare formal reports and recommendations for decision‑making bodies.
• Communicate results clearly to diverse stakeholders.

Minimum Qualifications

Two (2) years performing analysis, exercising judgment, and using knowledge in Economic Analysis; Public Policy; Statistical Analysis; Modeling and Forecasting Complex Systems; Utility Rate Design/Analysis; Energy Regulation; Carbon Modeling; Carbon Capture; Carbon Markets; or Environmental Attributes.

A bachelor’s degree in Economics, Mathematics, Statistics, Business, Public Policy, Environmental Policy, Energy Policy, Planning/Regional Studies, Pre‑Law, or a related field is equivalent to one (1) year of experience.

An advanced degree in a related field is equivalent to eighteen (18) months of experience.

Experience writing formal reports for a wide range of audiences and stakeholders.

Ability to analyze a wide range of data and clearly communicate results and impacts.

Proficiency with Microsoft Outlook, Word, and Excel.

Preferred Qualifications

Two (2) years reviewing and analyzing complex data including sales forecasting, resource and distributed generation planning; public policy proposals; stakeholder engagement; project management; excellent writing skills; preparing and presenting recommendations to decision‑making bodies; experience in regulated natural gas, electric utility, nuclear, or renewable energy industries.

Project Management Certificate or experience.

Physical Requirements
Requires occasional moving of items such as boxes, accounting records, laptop computer, and portable printer.
