Overview
Duties
Serves as Senior Contract Specialist for the Air Force Nonappropriated Fund Procurement Office. As a Senior Contract Specialist, responsible for the development of contracting and sourcing strategies; the solicitation, evaluation, negotiation, and award of Program contracts; oversees and performs the analysis and evaluation of cost or price proposals; administers Program contracts ensuring compliance with terms and conditions; and develops and provides business solutions to day-to-day contractual challenges. Execute/Manage the overall approach to meet contracting program objectives for a wide range of programs or systems that span multiple years. Procures complex and/or diversified services, commodities, and/or architecture & construction. Executes post-award contract performance management actions on assigned contract. Communicates with industry and all levels of command in the form of briefings, written correspondence, and personal contact. Serves as a business advisor providing advice, guidance, and business solutions to contracting officials, program officials, commanders, and other senior personnel on a wide range of contractual issues; performs oversight and/or audit of contract files, compiles lessons learned, ensures consistent policy application, and provides continuous improvement of critical processes. Manages all aspects of the contracting process. Exercises superior judgment in pre-solicitation, solicitation, award, and post award contract actions. Leads teams and participates in meetings with key customers (Program Management Reviews), suppliers, and coordinating officials to assess customer satisfaction, explain contracting policy and procedures, and resolve problems that arise and to formulate, implement, monitor, and improve contracting strategies.
Responsibilities
Lead contracting activities for a wide range of programs and systems spanning multiple years.
Develop contracting and sourcing strategies; conduct solicitation, evaluation, negotiation, and award of contracts.
Analyze and evaluate cost or price proposals; administer contracts to ensure compliance with terms and conditions.
Provide business solutions to day-to-day contractual challenges; oversee contract performance management actions post-award.
Communicate with industry and internal stakeholders through briefings, written correspondence, and personal contact.
Advise contracting officials, program officials, commanders, and senior personnel on contractual issues; perform oversight and document lessons learned.
Lead teams and coordinate with customers, suppliers, and officials to assess satisfaction and improve contracting strategies.
Provide technical guidance to contract specialists to promote development of skills and continuous improvement.
Requirements
This position requires the incumbent to complete a background investigation with favorable results.
This position requires that the incumbent be a U.S. Citizen or a legal U.S. resident for a minimum of 3 years.
This position may require CONUS and OCONUS travel for official business.
This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.

Qualifying Experience:
Experience with contracting principles, policies, and procedures related to construction. Demonstrated leadership experience as a contracting professional achieving program results across complex and diverse organizations. Experience with business practices and market conditions as applicable. Experience with applying contract price/cost analysis techniques to a variety of pre-award and/or post-award procurement actions. Experience leading junior contract specialists.
Desired Work Experience:
Bachelor\'s degree from an accredited institution or at least 24 semester hours of course work in business management topics or ten years contracting experience is desired.
Knowledge, Skills And Abilities (KSA's):
Proficient in Microsoft Windows, Word, Excel, and other related software. Able to communicate effectively both orally and in writing. Note: Those qualified applicants who meet both the minimum qualification requirements and highly preferred criteria will be considered best qualified for this position and will be referred to the selecting official first.
