Senior Legal Analyst

Job Overview
The Department of Managed Health Care's Office of Enforcement (OE) handles litigation needs and represents the Department in actions to enforce managed health care laws. We are seeking an eDiscovery paralegal and eDiscovery application administrator who will manage the OE's eDiscovery application, Relativity One, and oversee a litigation caseload. The role also involves leading our legal secretary and legal assistant teams, training new hires, and coordinating with other leads and a Supervisor I.

Responsibilities

Manage all aspects of discovery for OE attorneys, including assessment of legal issues and evaluation of documents for evidentiary value.

Run requested reports from ProLaw and eDiscovery applications for investigation and prosecution stages.

Provide consultative services to management and others, performing complex paralegal duties.

Serve as lead paralegal: guide staff on technical tasks, facilitate discussions and training, and develop the formal training program.

Maintain regular attendance and punctuality.

Communicate accurately and effectively in writing and orally through documents, electronic devices, and video calls.

Maintain a work environment free from discrimination or sexual harassment.

Collaborate cooperatively with attorneys, management, clerical staff, technical staff, and the public.

Qualifications

Experience in eDiscovery, preferably with Relativity One.

Ability to perform complex paralegal duties and provide consultative services.

Strong written and verbal communication skills.

Knowledge of legal resources, Westlaw, and legal research.

Excellent interpersonal, analytical, time‑management, and organizational skills.

Ability to type, format, file, and serve legal pleadings in multiple jurisdictions.

Desirable Qualifications

Demonstrated ability to act independently and as part of a legal team.

Excellent proofreading skills and compliance with California Style Manual.

Experience with Relativity One and training curriculum development.

Working knowledge of legal concepts, terminology, and procedures.

Ability to prepare reports, summary sheets, drafts, pleadings, and discovery documents.

Ability to reason logically, analyze situations, and interact with diverse groups.

Working Conditions
The position is based in Sacramento County with two office locations in Downtown Sacramento and Rancho Cordova. The work environment is a climate‑controlled cubicle or office with artificial lighting. Hybrid telework may be permitted in accordance with the State Telework Policy; employees must be California residents.
