General Description
Assist the Resident Engineer in the performance of advanced engineering tasks in Thermopolis, WY. Plan, direct, and supervise the activities of assigned engineers and technicians. Develop engineering project plan specifications and compute construction cost estimates; perform complex highway, bridge, or other structure design work; review, refine, and approve project design work and ensure compliance with federal, state, and local government codes and regulations.

Essential Functions

Perform Contract Administration duties.

Conduct a comprehensive verification of design plans and associated documents and submit engineering change proposals when required.

Supervise, advise, and schedule crew members.

Survey, test, inspect, and ensure safety and documentation associated with construction projects.

Ensure all construction-related activities are done in a timely manner.

Conduct or arrange for crew training in computer software, survey procedures, safety and construction procedures, and practices.

Establish preliminary project cost estimates by reviewing the project scope and estimating quantities.

Make engineering recommendations after the project scope is determined and continually review and comment on plans as they develop.

Check documentation and quantities of work for contractor's payment.

Coordinate WYDOT projects with other states, federal, city, county entities, utility companies, and private landowners.

Communicate with other WYDOT programs to gather supplemental information to ensure schedules are met.

Direct positive public relations with people directly concerned with construction projects, including contractors, suppliers, landowners, businesses, and the traveling public.

Partner with contractors at all phases of a project to ensure that construction projects are completed on time, on budget, at an acceptable quality level, and in a safe manner.

Ensure WYDOT standards are being met.

Prepare daily and weekly reports.

Review proposed plans, reports, and data for details, accuracy, completeness, and changes as required.

Analyze designs and field verify that the design matches existing conditions.

Calculate project quantities including land area, earth movement, bill of materials, cost estimates, and verify cost reports.

Prepare horizontal and vertical alignment calculations from preliminary survey data.

Resolve geometric and trigonometric problems encountered.

Annotate aerial photographs, take measurements, field verify utilizing survey level, and make calculations from photographs.

Prepare preliminary designs and make recommendations for construction projects; develop detailed plans.

Oversee moderate to major construction projects by documenting pay quantities, directing subordinates' work schedules, and working with contractors for quality control.

Ensure that materials sampling and testing are performed properly; audit material summaries for QA/QC purposes.

Be responsible for all field survey work.

Train subordinate personnel in proper procedures and methods of inspection, surveying, and documentation.

Communicate both internally and externally regarding project information and courses of action/consequences on larger projects.

Preferences
Preference may be given to applicants with experience in construction & field surveying.

Knowledge

Knowledge of methods and techniques of surveying and engineering drawing calculations.

Knowledge of concepts, principles, and practices of highway engineering and roadway planning, construction, and design.

Knowledge of computer software used in the design and calculation of project information.

Knowledge in the operation of Trimble Geodometer and GPS equipment.

Skills in surveying, material testing, documentation, computer, and calculator operation.

Skills in critical thinking and complex problem‑solving.

Skills in judgment and decision‑making.

Skills in material testing, including soils and aggregate, concrete, and asphalt.

Ability to interpret plans, specifications, and project documentation and ensure contractors adhere to appropriate documentation throughout projects.

Knowledge of WYDOT policies and procedures and engineering principles related to highway design and construction.

Knowledge of Standard Plans and the application of them on a site‑specific basis. Knowledge of Geopak and MicroStation.

Physical Working Conditions

Ability to work in all weather conditions and terrain.

Ability to lift at least 50 pounds.

Ability to work in close proximity to heavy equipment.
