Airport Environmental Specialist II (May Underfill as Level I)

Job Description:

Under the general direction of the Airport Environmental Programs Manager, gathers, analyzes and presents environmental data in written, graphic or oral reports for use by the Department of Airports. Coordinates issues related to air quality, surface and groundwater quality, wetland conservation, hazardous waste (including asbestos removal), spill response, recycling program, and alternative transportation program. This skilled professional level position requires knowledge of basic scientific principles, analytical techniques, environmental regulations, and project management.

Position Hourly Range:

$35.82 - $44.35/hr – Airport Environmental Specialist II

$30.94 - $38.30/hr – Airport Environmental Specialist I

Environmental Specialist II – Typical Duties

Coordinates environmental programs including hazardous waste, asbestos abatement, and airport recycling. Advises consultants and contractors on remediation tasks, tracks charges and billings, manages storage and disposal of wastes, performs asbestos inspections and sampling, and assists with manifest processes.

Coordinates projects with consultants, contractors, and state agencies; reviews field and laboratory data and prepares reports for regulatory agencies such as annual air emissions inventories, water quality discharge reports, and remediation projects.

Monitors environmental conditions to ensure compliance with local, state, and federal regulations regarding air quality, soil, surface and groundwater quality, wetlands, and hazardous waste management.

Provides direction and scheduling for environmental tasks and projects for the Airport Environmental Specialist I; reviews work products for accuracy and completeness.

Provides support and reviews options for specific problems; investigates other airport environmental issues as assigned.

Performs environmental inspections of tenant and airport facilities; advises tenants and airport divisions on corrective actions.

Responds to hazardous material releases and coordinates cleanup with airport personnel, firefighters, and tenants.

Monitors underground storage tank programs; maintains records for the Utah Division of Environmental Response and Remediation.

Coordinates the airport’s wetland management program; oversees delineations and approvals with the US Army Corps of Engineers.

Assists in coordinating waste reduction strategies with passengers, employees, tenants, and airlines.

Helps implement sustainability initiatives related to energy efficiency, water reduction, and air quality improvements.

Negotiates operating permits with local and state regulatory agencies.

Prepares and presents the annual spill response program for employee training.

Other duties as assigned.

Environmental Specialist II – Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in a natural science (biology, geology, chemistry, etc.), environmental engineering or science, or a closely related field. Five (5) years full‑time, paid professional experience, including field experience, in environmental work; education and experience may be substituted on a year‑for‑year basis.

Knowledge of local, state, and federal environmental regulations.

Ability to operate field and laboratory analytical equipment and interpret results; design and implement sampling plans.

Effective oral and written communication with environmental agencies, consultants, managers, employees, and the community.

Computer proficiency and use of various software packages.

Utah certified asbestos inspector or ability to obtain within three (3) months of employment.

HAZWOPER, 40‑hour training certification or obtain within three (3) months of employment.

Valid driver’s license or driving privilege card.

Environmental Specialist I – Typical Duties

Collects field samples and data using industry protocols required by permits; performs field measurements and tests; coordinates laboratory testing, reviews, and interprets results; prepares regulatory reports; maintains sampling schedules.

Monitors tenant environmental projects and programs; inspects facilities, researches problems, records data, prepares reports, and advises supervisor of non‑compliant conditions.

Serves as a senior member of the airport’s environmental emergency response team; responds to fuel spills and other chemical and biohazard releases on an on‑call 24/hour basis; assesses severity, coordinates cleanup, notifies agencies, and supervises remediation.

Inspects contractor work areas for compliance; notifies project engineers of necessary corrective action.

Assists in environmental remediation projects; screens contaminated soil, directs removal and stockpiling, and conducts land farming operations.

Supervises spill response incidents; maintains emergency response supply trailer, equipment, laboratory instruments, and supplies.

Manages the airport’s hazardous waste program; inspects storage, schedules shipments, coordinates packaging, and maintains records of waste generation and manifests.

Manages asbestos abatement projects; samples building materials, requests estimates, approves proposals, and provides project oversight.

Environmental Specialist I – Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in a natural science (biology, chemistry, geology, etc.), environmental engineering, or a closely related field. Two years full‑time, paid professional experience as an environmental and field technician.

Ability to operate and maintain field and laboratory analytical equipment.

Ability to design and implement sampling plans.

Effective oral and written communication.

Computer proficiency including word processing, database, and spreadsheet programs.

HAZWOPER certification under 29 CRR 1910.120 or obtain within three (3) months of employment.

Utah certified asbestos inspector or ability to obtain within three (3) months of employment.

Certified DOT HAZMAT transportation or obtain within three (3) months of employment.

Division of Environmental Response and Remediation Class A Operator certification or obtain license within six (6) months.

Valid driver’s license or driving privilege card.

Working Conditions

Moderate physical effort including indoor and outdoor tasks; possible exposure to hazardous conditions during inspections, sampling, or spill response.

Exposure to varying conditions in an aviation environment; ability to respond to visual and auditory warnings.

Exposure to stress due to technical analysis and potential non‑compliance fines.

Non‑traditional work hours for emergency response on a 24‑hour basis.
