About the Role
Culmen International is hiring a Mid-Level Program Analyst to provide support for the Research Directorate at the National Geospatial-Intelligence Agency (NGA) onsite in Springfield, VA. This position supports NGA Research's mission to be a premier R&D organization focused on GEOINT research. NGA Research performs scientific research and transitions innovative concepts and capabilities to solve challenging problems for NGA, NSG, Allied System for Geospatial Intelligence (ASG), IC, and DoD. The role assists in the day‑to‑day coordination and data management that supports these activities.
Key Responsibilities
Assist Technical Office Directors and Pods with forecasting, tracking, and updating commitment, obligation, and expenditure data for RDT&E and O&M funds for past and current fiscal year budget reviews.
Apply knowledge of Financial Management Regulations, the Federal Acquisition Regulations (FAR), DoD Federal Acquisition Supplement (DFARS), and NGA’s internal policies to manage RDT&E and O&M funds for research.
Generate, revise, and evaluate Military Intergovernmental Purchase Requests (MIPRs) and Air Force Form-9 (AF-9s) for fund execution.
Provide support for program reviews, including annual Pod reviews and quarterly program assessments.
Aid in crafting Program Build and CBJB/IPBS narratives.
Use knowledge of RDT&E budget activity codes and two-year funding policies to support Research planning, programming, and budgeting endeavors.
Create custom ad hoc financial reports to supply data for presentations, meetings, briefings, deadlines, and other needs requiring financial information.
Liaise with other national program managers to organize and conduct technical exchange meetings.
Assist the Government lead in governing international Government-to-Government relationships, including preparing read‑ahead materials, drafting briefings or papers, supporting international travel, and occasionally working non-standard hours for meetings across time zones.
Participate in staff meetings, technical reviews, working groups, kick‑offs, VTCs/telecoms, and management reviews.
Requirements
10+ years of experience in program budget management.
Active TS clearance with SCI eligibility.
Bachelor’s degree in a technical field or equivalent technical curriculum (36 credit hours).
Willingness to sit for a CI Poly.
Desired Qualifications
Master’s degree in a technical field.
Prior or current experience working with a research and development organization or government agency.
