Position Overview / Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. It is an Interdisciplinary, developmental GS‑09 target GS‑11 position with the U.S. Army Corps of Engineers, Pacific Ocean Division (POD), Honolulu District, Engineering & Construction Division, Construction Branch.

About The Position
Serves as a senior Quality Assurance Representative (QAR) overseeing construction projects at active job sites. This role ensures quality, safety, and compliance across a diverse portfolio of complex projects supporting military, civil works, environmental, and infrastructure programs. Projects range from airfields and medical facilities to housing developments, utilities, and large‑scale infrastructure, often involving multi‑million dollar budgets and accelerated timelines. The position requires strong technical expertise in construction methods, site coordination, and remediation efforts, as well as the ability to manage competing priorities in dynamic environments. The QAR collaborates with contractors, government agencies, and stakeholders to ensure successful project execution while maintaining strict adherence to safety and environmental regulations.

Major Duties

Performs construction quality assurance inspections to ensure compliance with contract plans, specifications, and safety standards across a wide range of activities (e.g., structural, civil, mechanical, and electrical work); evaluates workmanship, materials, and equipment for acceptability.

Interprets contract requirements and reviews contractor submittals, including shop drawings, for accuracy and compliance; collects and analyzes data on materials, labor, cost, and schedule to support progress reporting and pay estimates.

Monitors contractor quality control and safety programs to ensure adherence to approved plans, three‑phase inspection processes, and job hazard analyses; conducts surveillance, validates test results, and recommends corrective actions when deficiencies are identified.

Coordinates daily with contractors to resolve issues, clarify requirements, and support project execution; makes timely field‑level decisions on minor changes to construction methods, materials, and scheduling to prevent delays.

Serves as a liaison with project stakeholders and end users to provide status updates, minimize operational disruptions, and ensure construction activities reflect positively on U.S. Army Corps of Engineers standards and mission objectives.

Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a complete background investigation.

All positions require the applicant to be a citizen of the United States.

Direct deposit of pay is required.

This position has a temporary duty (TDY) or business travel requirement of 25 % of the time.

This position requires the completion of a pre‑employment physical examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Additional Information
This position is eligible for situational telework only, including emergency and OPM prescribed “unscheduled telework”.

Minimum Experience Requirements
To qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience

GS‑09 : One year of experience assisting with construction quality assurance inspections; reviewing plans, specifications, and contractor submittals for completeness; supporting interpretation of contract requirements; and assisting in monitoring contractor performance, safety, and quality control activities on construction or engineering projects. OR education: 2 full years of graduate education or a master's degree in subjects directly related to the work of the position. OR a combination of education and experience that meets the required percentage of 100 %.

GS‑10 : One year of experience performing construction quality assurance inspections to ensure compliance with contract plans, specifications, and safety requirements; reviewing and interpreting contract provisions and contractor submittals for adequacy and accuracy; monitoring contractor quality control and safety programs; and collecting and analyzing data to support project progress, compliance, and coordination with stakeholders.

GS‑11 : One year of experience performing construction quality assurance inspections to ensure compliance with contract plans, specifications, and safety requirements; interpreting contract provisions and reviewing contractor submittals (e.g., shop drawings) for adequacy and accuracy; monitoring contractor quality control and safety programs, including inspection procedures and job hazard analyses; collecting and analyzing data to support progress reports, labor compliance, and pay estimates; and coordinating with contractors and stakeholders to resolve construction issues, support project execution, and minimize operational disruptions.
