The Human Resource Analyst position is responsible for performing specialized duties of all facets of Human Resources for specified DOTD offices. While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications
Three years of human resources experience; OR

Six years of full-time experience in any field; OR

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
The job duties and responsibilities may vary depending on the level at which the incumbent is hired. The job duties and responsibilities listed below are for the Human Resources Analyst C position and represent the duties and responsibilities that the incumbent will be expected to fulfill at the end of the training series.

Job Duties:

Serves as the primary HR contact for the District, processing personnel and payroll actions such as hires, promotions, position changes, and separations, ensuring accuracy and compliance in LaGov HCM and related systems.

Maintains employee records and verifies employment data including pay, leave accrual, benefits, and organizational assignments; researches and resolves discrepancies in accordance with Civil Service rules and applicable laws.

Provides support for employee benefits programs, guiding staff through new hire enrollment, annual enrollment, qualifying life events, and retirement options.

Supports supervisors and managers with performance evaluations, disciplinary actions, ADA accommodations, and other employee relations matters.

Assists with recruitment activities by posting vacancy announcements, responding to applicant inquiries, reviewing materials for compliance, and providing workforce reports and HR support to leadership.

Appointment Type:

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency‑wide permanent status employees); or by detail to special duty.

Career Progression:

This position is in a Career Progression Group (CPG) and is being posted at the following levels: Human Resources Analyst A, Human Resources Analyst B or Human Resources Analyst C. The maximum salary for the Human Resources Analyst C is $90,210.00. Please refer to the ‘Job Specifications’ tab located at the top of the LA Careers ‘Current Job Opportunities’ page of the Civil Service website for specific information on salary ranges, minimum qualifications and job concepts for each level.

Compensation:

Below is the starting biweekly rate for each level.
