Position Summary
Reception / Utility Billing Specialist — hybrid position that serves as the first point of contact for the public at Town Hall while also supporting the Finance Department's utility billing and customer service functions. Requires professionalism, adaptability, and strong customer service; balances front-desk reception duties with detailed financial and account-related tasks to ensure prompt, accurate, and courteous service.
Responsibilities
Reception / Front Desk Functions: Greet visitors, direct to departments, answer and route calls, assist with general inquiries, support resident-facing programs, and maintain front desk organization.
Utility Billing / Finance Support: Respond to inquiries about utility services and policies; process payments (in person, by phone, or other methods); maintain and review customer accounts for accuracy; assist with monthly utility billing and related documentation; perform data entry and filing; review and reconcile accounts and resolve discrepancies; assist with cash handling and daily deposit procedures.
General / Cross Departmental Support: Develop and distribute customer and vendor communications; collaborate with other departments; attend meetings and events; perform emergency response tasks as directed; perform other duties as assigned.
Requirements
Education, Certification, and Experience
High school diploma or equivalent required; Associate's degree in accounting, finance, or business preferred; additional education in office administration or customer service is a plus.
Minimum of two (2) years' experience in customer service, billing, or administrative support, preferably in a government or utility setting.
Knowledge, Skills, and Abilities
Knowledge
Knowledge of customer service principles in a public sector environment; general office procedures and front-desk operations; utility billing processes; basic accounting principles and cash handling; familiarity with municipal services; working knowledge of computer systems (MS Office and relevant software).
Skills
Strong customer service and interpersonal skills; effective verbal and written communication; strong organizational and time-management abilities; attention to detail; problem-solving and data-entry proficiency.
Abilities
Provide courteous, professional service to a diverse population; manage a hybrid workload; handle high-volume customer interactions with patience and efficiency; interpret and explain policies and billing information; maintain confidentiality; work independently and in a team; adapt to changing priorities and emergencies; learn Town policies and software.
Physical, Environmental, and Sensory Requirements
Possible physical activity including standing, bending, lifting (up to 20 pounds); desk-based work with computer, mouse, and keyboard; occasional prolonged standing or walking as needed.
Environment largely normal office conditions; emergency situations may require different duties.
Sensory requirements include sound and visual perception and oral communication ability.
