Position Responsibilities
Perform technical work on Civil Engineer (CE) Control Systems (CS) and associated network architecture. Install, maintain, and incorporate cybersecurity measures at all levels. Analyze, manage, and provide optimum use of operating systems.

Eligibility and Specialized Experience
Applicants must have at least one (1) year of specialized experience at GS-09 or equivalent. Examples include experience with cybersecurity policy implementation, risk management framework, and accreditation ensuring industrial control system security.

Must meet OPM qualification standards for GS-2210 (Alternate A).

Education
Must have a Ph.D. or an equivalent doctoral degree, or 3 years of graduate education leading to such a degree in fields such as computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. Alternatively, a degree with at least 24 semester hours in the above fields and development or adaptation of applications, systems or networks is acceptable.

Knowledge, Skills, and Abilities

Knowledge of control systems security principles, topology, architecture, installation, operation, and maintenance.

Knowledge of IT and OT security principles, practices, and products, including risk evaluation and mitigation methods.

Knowledge of control systems and applications software technology to isolate and resolve hardware, system, and software issues and to measure performance.

Ability to conduct IT and OT systems analysis, design and maintain systems and applications software, and integrate with existing infrastructure.

Ability to stay current on technology advances and forecast future policy and mission requirements.

Ability to plan, organize, direct, and communicate effectively, both orally and in writing.

Additional Experience
Credit will be given for unpaid or part‑time work. Credit may also be received for volunteer work through national service programs or other organizations. Applicants must identify duties and responsibilities for each position and provide total hours per week.

Time‑In‑Grade Requirement
Merit promotion applicants must meet time‑in‑grade requirements. One year at GS-9 is required for GS-11. The requirement applies if the applicant currently holds a GS position or has held one within the past 52 weeks. VEOA candidates must also meet time‑in‑grade requirements.
