Overview
The Colorado Department of Revenue (CDOR) is seeking a detail-oriented and analytical professional to serve as a Budget Analyst II within the Financial Services Division. This role supports the fiscal integrity of the State of Colorado by ensuring that financial resources are utilized effectively and in compliance with statutes, fiscal rules, and Department policies. What You'll Do

Develop, analyze, and monitor personal services, operating, and program-specific expenditure budgets for assigned divisions to ensure fiscal health.

Regularly pull financial data from CORE to balance year-to-date actual expenditures and revenues against divisional reports.

Reconcile payroll reports to track staffing plans, vacancy rates, and year-to-date growth or slippage.

Gather internal and external data to create three- to five-year forecasts for revenues, fees, and cash fund balances.

Collaborate with division leadership to create annual budget planning documents and financial models that align with strategic goals.

Compare actual financial results against forecasts to identify, investigate, and explain significant variances.

Assist in the production and validation of budget change requests, including decision items, supplemental requests, and budget amendments.

Update and maintain complex financial models to project monthly, quarterly, and annual costs based on historical trends.

Work with various business units to provide timely budget approval for invoices and requisitions while ensuring compliance with fiscal rules.

Conduct rapid-response, non-standard financial analysis to answer unanticipated business questions from division directors or the Budget Manager.

Minimum Qualifications
Experience Only: Six (6) years of relevant experience with budget analysis, budget development and implementation, and/or policy development and implementation.

OR Education and Experience: A combination of related education and/or relevant experience in Public or Business Administration, Political Science and Government, Finance, Accounting, Economics, Statistics or related field equal to six (6) years in an occupation related to the work assigned. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience.

Preferred Qualifications
The ideal candidate will possess the following skills:

Mastery of GAAP and GASB pronouncements.

Experience navigating state government budget cycles, including development of decision items, supplemental requests, and budget amendments.

Proficiency with Excel and Google Sheets.

Experience with financial analysis and with CORE.

Experience with financial projections, variance analysis, and modeling.

Experience preparing financial information for stakeholders.

Experience administering relational or multidimensional financial databases.

Knowledge of government compliance, policy, strategy, and finance regulations; experience analyzing legislation for fiscal impacts.

Demonstrated analytical and written communication skills; attention to detail and concise presentation of financial information.

Knowledge of Google Suite tools: Google Sheets, Google Docs, Gmail.
