
COLLECTIONS OFFICER I (Administrative Officer) - Range 14 / NON

Job Responsibilities
The position functions as a specialized in-house collector focusing on wage garnishments, bank sweeps, filing claims on seized property, and working with MOA departments to process their uncollected debt. The position is a secondary liaison between the MOA contracted collection agency and municipal departments. Responsibilities include attending and testifying at Small Claims proceedings in the State of Alaska Court, conferring with department personnel to ensure timely referrals to the collection agency, working closely with the Alaska Court System to generate specific and master writs of execution, attending exemption hearings, and drafting motions. The role also manages a consistent volume of contact with debtors in-person and by telephone and written correspondence; interprets State and Local laws; complies with the Fair Debt Collection Practices Act; has working knowledge of Bankruptcy, Estate, and Probate law regarding unpaid debts; establishes and enforces payment plans; performs identification and location research as well as asset searches on debtors; contributes to drafting new and updated MOA policies and procedures, desk procedures, and department processes; and performs other duties as assigned.
Qualifications
High school diploma, GED, or equivalent and at least six (6) years of experience in the field related to the position.
Associate’s degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and at least four (4) years of experience in the field related to the position.
Bachelor’s degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and at least two (2) years of experience in the field related to the position.
Employment Eligibility
Applicants must be legally authorized to work and accept employment in the United States. The Municipality of Anchorage is not able to provide any type of sponsorship, including Student Visas and Employment Visas, under any circumstances. The appointment will be conditional upon a satisfactory Municipal Employment Office conducted background check, encompassing criminal history, verification of education, and verification of employment dates. Military Service Interview Preference
