The

Human Resources Manager

is responsible for leading core human resources functions, with a focus on recruitment, workforce planning, employee experience, and compensation and benefits.

This role partners with leadership to align hiring and workforce strategies with organizational needs, ensure consistent application of HR practices, and support a positive and effective employee experience. The HR Manager balances day-to-day execution with identifying opportunities to improve processes, strengthen retention, and support leaders in making informed people decisions.

This is a full-time position, working 40 hours per week, typically Monday through Friday, with occasional evening or Saturday hours.

Compensation
$101,650 - $116,680.50 annualized, depending on experience.

TVHC offers compensation ranges that are determined by a thorough market-based analysis and are fully disclosed in accordance with California law. The pay for a selected candidate is determined by a variety of factors to ensure fair and equitable compensation. Responsibilities
Talent Acquisition & Workforce Planning

Leads and oversees recruitment processes across all positions, ensuring alignment with workforce needs, budget, and organizational priorities.

Ensures hiring practices and offer development are aligned with organizational guidelines and applicable CBA provisions.

Partners with leadership to assess staffing needs and support workforce planning efforts

Develops and maintains candidate pipelines and adjusts recruitment strategies based on hiring trends and organizational needs

Monitors recruitment activity and metrics to support timely and effective hiring outcomes

Trains, develops, and oversees recruiting personnel, including supporting day-to-day recruiting operations.

Employee Experience & Retention

Partners with leadership on retention and engagement initiatives, including survey administration, action planning, and monitoring progress.

Reviews turnover data and identifies trends to inform retention strategies.

Supports implementation of initiatives that contribute to a consistent and positive employee experience.

Applies and interprets compensation practices, including salary placement and internal equity, in alignment with established guidelines.

Partners with leadership on compensation-related decisions and provides guidance within defined frameworks.

Supports benefits administration and renewal processes in coordination with internal stakeholders and external partners.

Performance Management & Development

Coordinates performance management processes and promotes consistency in application across departments.

Provides guidance to managers on performance-related matters, including documentation and expectations.

Assists in identifying development needs and supporting related initiatives.

Supports recruitment marketing efforts, including job postings, outreach, recruitment materials, and participation in hiring events.

Maintains consistency in employer branding across recruitment activities and materials.

HR Compliance & Analytics

Ensures HR practices are aligned with applicable federal, state, and local employment laws and internal policies.

Maintains oversight of the Applicant Tracking System (ATS) and ensures accuracy of recruitment data.

Utilizes HR data and reporting to support decision-making and process improvement.

Ensures consistent application of collective bargaining agreement (CBA) provisions across HR practices.

Requirements

Associate’s degree in Human Resources, Business, Psychology, or a related field, or equivalent experience may be considered in lieu of a degree.

Minimum of three (3) years of progressive HR experience, including experience leading or supporting HR functions and providing guidance to HR staff; additional years of relevant experience may be considered in lieu of degree.

Experience in full-cycle recruitment, with exposure to broader HR functions such as employee relations, compensation, and performance management.

Strong knowledge of human resources policies, practices, and procedures across functional areas.

Qualifications

Ability to develop and assist leaders on complex issues.

Ability to work efficiently and effectively while maintaining attention to detail.

Strong written and verbal communication skills and ability to make updates and changes to procedures and documentation as needed, professional demeanor with a high regard for confidentiality.

Demonstrated customer-orientation, and excellent negotiation and influencing skills

Excellent relationship management skills, including marketing and selling of TVHC as an employer of choice.

Network abilities to build long term relationships internally and externally.
