Sr GIS Analyst

The Role
The City of Glendale GIS Analyst, Sr. assumes leadership in the design, development, maintenance and updating of Geographic Information Systems (GIS) web applications to include City of Glendale maps and GIS databases associated with those maps. The position will also work with legacy databases to develop appropriate work product using GIS tools. This position works with City Leadership, staff from various departments and City organizations to determine respective GIS needs. Has full technical knowledge of all phases of GIS systems including data collection, analysis, web app configuration and delivery. Also has duties instructing, directing and checking the work of other GIS Analysts, Specialists, and Technicians.

The ideal candidate for the role will have a Bachelor's Degree in GIS, Information Technology, Computer Science, Engineering, Geography, Environmental Science, Urban Planning, or closely related field and five years of experience with Esri software suite.

Salary and Hiring Bonus
This position is a Grade 413 with an annual salary between $88,800 and $133,200.

Holiday, Vacation, and Sick Leave
Regular status position’s offer:

The City of Glendale observes 10.5 holidays per year, and full‑time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.

Vacation leave accrues at 5.33 hours per pay period (138 hours per year) and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.

Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Retirement

This position participates in the Arizona State Retirement System (ASRS).

Contribution is mandatory, and the current contribution rate is 12%.

Responsibilities

Leads efforts to research, analyze and evaluate requests for new or improved GIS products including maps and web applications with emphasis on business need and benefit.

Derives accurate GIS map and application needs analysis through stakeholder interviews.

Designs, develops and implements web-based software GIS (ArcGIS Portal and ArcGIS Online) applications utilizing established City standards and practices. This includes the full web development life-cycle including:

Gathering requirements.

Identifying data sources (field data collection, business system data, existing data warehouse data, etc.) and loading these data to SDE.

Creating maps and publishing them to Portal or ArcGIS Online.

Configuring apps using Dashboards, Experience Builder, "Instant Apps", etc.

Documenting apps and training users.

Interfaces with users, consultants, technical teams and vendors for maximum guidance in determining the most appropriate approach in providing GIS functionality.

Ensures their code (e.g., Python scripts) changes are committed and managed using the City's documented code repository. Prepares and maintains documentation that is current and accurately reflects the GIS application architecture, components and software revision levels as appropriate.

Implements and monitors appropriate application security procedures to safeguard the city infrastructure from physical harm, viruses, unauthorized users and potential data loss.

Develops and monitors appropriate performance metrics to identify and correct application performance deficiencies.

Develops documentation, checklists and processes for communicating appropriate support information to the city support personnel. Provides training as appropriate.

Provides technical assistance, support and training to City staff; solves user problems with existing approved software application systems.

Prioritizes tasks, meets project schedule requirements.

Provides on‑call support during non‑business hours.

Maintains a high level of current knowledge regarding systems, technology, and communications.

Performs other related duties as assigned.

Bachelor's Degree in GIS, Information Technology, Computer Science, Engineering, Geography, Environmental Science, Urban Planning, or closely related field and five years of experience with Esri software suite. Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of

Esri ArcGIS Pro 3.x and ArcGIS Enterprise 11.x, including Enterprise Geodatabase editing and maintenance

ArcGIS Enterprise and ArcGIS Online Web Applications including Dashboards, Experience Builder, Survey123

ArcGIS Mobile Applications including QuickCapture, Field Maps and Survey123

Database structures and integration

ArcGIS Pro data management, map creation and geoprocessing tool automation

Database operation, ability to create SQL statements

GUI and web user interface design

Statistical analysis data presentation

Experience with Vertigis Studio is a plus

Experience with attribute rules is a plus

Experience with GIS Web Services is a plus

Experience with ETL is a plus

Skill in

Troubleshooting computer software problems

Creating design documents and user guides that accurately reflect business needs

Ability to

Lead projects, prioritize tasks, and meet project schedule requirements

Act in a mentor capacity for junior staff

Work effectively with users, technical personnel and consultants to achieve stated objectives

Develop and instruct training programs in automated systems, microcomputers, software applications and usage

Conduct research, prepare reports and recommendations

Establish and maintain effective working relationships with City staff

Communicate effectively verbally and in writing

Learn and demonstrate new skills via hands‑on training, classroom training and self‑study
