Position Overview And Responsibilities
ENVIRONMENTAL SPECIALIST II (37020945) serves as project manager for technical projects contracted by the Department, particularly in water quality improvement, wastewater, septic to sewer projects, and other technical initiatives. The incumbent provides technical assistance to governments and their consultants in developing contracts and scopes of work, assists the disbursement team by preparing and submitting request forms, tracks disbursements throughout the payment request process, and maintains project data in the Enterprise Grants System Program Area Component. The role also includes inspections of proposed, ongoing, and completed environmental spring and water projects, represents the Division at public meetings, conducts workshops and education forums, and performs other duties such as database entry, issue tracking, and project management. The position requires a 40‑hour work week, Monday–Friday, with core hours 9 AM–3 PM on site.

Responsibilities

Serve as project manager for contracted technical projects.

Provide technical assistance in contract development and scope of work.

Assist disbursement team with request forms and track disbursements.

Maintain, manage, process, and report on assigned projects from start to completion.

Compile, facilitate, and complete internal/external evaluation, review, approvals, and processing of projects.

Represent the Division at public meetings, workshops, and education forums.

Maintain project and funding data in the Enterprise Grants System.

Perform database entry, issue tracking, and other assigned duties.

Required Knowledge, Skills, And Abilities

Knowledge of department contracting procedures and policies.

Knowledge of water and springs systems, watershed management principles, laws, and regulations.

Knowledge of administrative principles and practices.

Knowledge of grant funding.

Skill in Microsoft Office applications, particularly Word and Excel.

Ability to analyze and solve problems.

Ability to communicate effectively in writing and orally.

Ability to work independently and as part of a team.

Ability to prepare and critique technical documents.

Ability to plan, organize, prioritize work assignments for timely completion.

Ability to establish and maintain effective working relationships.

Ability to use a database and spreadsheets to analyze information and generate reports, charts, and graphs.

Ability to evaluate and analyze data related to grant management activities.

Minimum Qualifications

Valid driver’s license.

At least 4 years of verifiable related experience; post‑secondary degrees may substitute on a year‑for‑year basis with a credential evaluation report for foreign degrees.

Applicable Job‑Specific License Or Certifications

Obtain within one year of employment and maintain a valid and active Florida Certified Contract Manager (FCCM) certification.

Preferred Qualifications

Bachelor’s degree in environmental, engineering, natural/social sciences, or business/finance management.

Knowledge of wastewater and stormwater treatment practices.

Experience in managing state agreements and contracts and the state procurement process.

Active and valid FCCM status.

Knowledge of environmental issues and laws, especially related to water and ecosystem issues in Florida.

Excellent communication and people skills.

Excellent organization and time‑management skills.

Pay
$3,945.84 monthly; $47,350.08 annually.
